About US:
The Ministry of Health (MoH) has received funds to support a five year
Cooperative Agreement (CoAg) with the United States of America Centers for
Disease Control and Prevention (CDC). The Cooperative Agreement will support
HIV prevention, care and treatment policy development, strategic information
and the current National Laboratory Strategic Plan. The MOH intends to use some
of the resources under this assistance to support several technical positions in
the AIDS Control Program (ACP), Central Public Health Laboratories (CPHL),
Resource Center, and National TB and Leprosy Program (NTLP) to execute the
function of policy formulation and monitoring implementation. The staff to be
recruited under this support will be contracted by the MOH under the support
received from CDC through the CoAg. The contracts are initially for one year
with a provision for annual renewal up to four years subject to availability of
funds and satisfactory performance of the staff.
Job Summary: The Senior
Epidemiologist/ Biostatistician (RC) will use HMIS data to determine disease
trends, patterns, and advise technical/ disease programs and on possible
occurrence of epidemics. In addition, the incumbent will lead the design and implementation
of epidemiological studies and the use of other data collection methods.
Key Duties and
Responsibilities:  
  • Participating in design of epidemiological
    studies to generate strategic information that can be used in disease
    control.
  • Take part in the implementation of disease
    surveillance activities at national and regional levels
  • Performing appropriate analyses of
    collected data and produce periodic (monthly/ quarterly/annually) reports
    and present them during Resource Center monthly colloquiums.
  • Participate in the epidemiological
    modeling, projection and triangulation to generate data on the epidemics
    and quantify impact of the findings on the epidemic
  • Take part in the dissemination of
    epidemiological findings
  • Participate in the development of the
    relevant plans and budgets tor the Resource Center.
  • Actively participate in the formulation of
    the research agenda in the Ministry and support other technical units in
    their operation research activities
  • Participate in the monitoring and
    evaluation of the national disease programs
  • Participate in conducting risk and
    vulnerability assessment of diseases including National disease mapping;
  • Participate in ensuring the updating the
    national health metadata in collaboration with UBOS
  • Send feedback to districts and hospitals;
  • Providing support supervision to
    Districts;
  • Carrying out any other duties that may be
    assigned from time to time by the supervisor.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the CDC Senior
    Epidemiologist/ Biostatistician (RC) job placement must hold an MBChB from
    a recognized University
  • Possession of a Master’s Degree in
    Epidemiology or medical statistics from a recognized University 
  • A minimum of three years relevant working
    experience in epidemiology in a public health organization, research or
    academia.
  • Ability to design appropriate
    epidemiological studies and perform statistical analysis
  • Well vast with the national disease
    control programs
  • Excellent analytical, writing and
    presentation skills
  • Conversant with commonly used statistical
    Packages that include Stata, SPSS, SAS, R, etc
  • Familiar with DHIS 2 functionality and
    able to support technical programs and districts in populating their
    specific indicator needs in the dashboard
  • Able to query the DHIS 2 database to extract
    data and perform analysis on the data
