over thirty years, ACF  has been
implementing Food Security and Livelihoods, Nutrition, Water, Sanitation and
Hygiene programs in the Lango, Acholi, West Nile and Karamoja regions in
Uganda.
Job Summary: The Nutrition
Coordinator will develop, implement strategies and coordinate activities of
Action Against Hunger in the fields of Nutrition and Health within the mission.
Key Duties and
Responsibilities:  
Develop National nutrition programming & coordinate its effective
implementation within the mission:
  • Carry out the assessment and analysis of
    prevailing context of nutrition in the country.
  • Initiate studies based on the analysis of
    data provided by other partners (NGOs, UN agencies, government departments
    among others to develop Nutrition related programme interventions.
  • Drawing up new proposals for intervention
    in medical and nutritional programme areas for submission to funding
    agaencies.
  • Work as a key liaison with finance and
    logistics departments to establish budgets for new programmes in nutrition
    and health.
  • Develop and monitor budgets allocated to
    the field of nutrition and health ensuring proper use of funds is adhered
    to.
  • Identifying challenges and proposing
    research projects and innovative approaches to deal with issues of
    malnutrition.
  • Build a database of good practice ,
    experience and assessments in the frame work of Action Against Hunger’s organisational
    development strategy and ensuring that recommendations arising from
    assessments are implemented.
  • Engage with coordinators in other
    technical areas to develop an integrated multi-sectorial approach to
    programme development.
Monitor & coordinate all programmes in the field related to
Nutrition & Health:
  • Carry out nutrition rapid assessments or
    nutrition surveys.
  • Control, validate and monitor the
    resources used by the programmes in order to draft request and undertake
    quality control.
  • Monitoring programme quality by using APR
    indicators qualitative and quantitative reports submitted by nutrition and
    health programmes Managers.
  • Prepare and submit monthly report
    summarising mission activities in nutrition and health (APR).
  • Promote and provide relevant integrated
    approach in the programmes to ensure a sound understanding of the causes
    of mal-nutrition in an areas(e.g. study of market prices) in liaison with
    food security.
  • Produce a synthesis of all data collected
    by Nutrition and Health Programme Managers and inform Management and
    relevant HQ personnel of the key indicators having a bearing on the
    programmes.
  • Produce activity reports for different
    funding bodies on medical and nutritional aspects of the programmes.
  • Monitor programme budgets ensuring under
    or over spent and purpose corrective action ensuring proper use of funds.
Supervise and support Nutrition & medical teams in the field:
  • Organise and lead meetings with staff
    teams in the field.
  • Provide technical inputs during
    performance review and objective setting for Nutrition programme Managers
    and other Nutrition and Medical staff in the field.
  • Provide technical support to the field
    teams in the area of nutrition.
  • Provide guidance and support to field
    staff and coordination teams on routine matters related to Nutrition.
  • Develop and identify training needs and
    key areas of capacity building of the team members.
  • Serve as liaison with the Human Resources
    Department to deal with any problems within the team.
Develop & launch programes in collaboration with Government &
local agencies.
  • Negotiate with local partners on work
    organisation protocols , action plans, training at all levels.
  • Negotiate agreements on protocols with the
    programme partners.
  • Update the agreement protocols to secure
    the efficient functioning of the programme (eg structural change in the
    partner agency, re-definition of roles) as may be required.
  • Coordinate implementation of programmes
    with representatives of national and local government agencies ensuring
    that interest of Action Against Hunger is well catered.
  • Link up with partners and take part in
    meetings with other agencies (WFP ,UNICEF, other NGOs etc)with a view to
    defining partnership agreements.
  • Analyse training needs and organise
    trainings for the teams of programme partners.
  • Set common strategies and action plans
    with Action Against Hunger and its partners concerning specific projects
    objectives.
  • Collaborate with partners by providing
    useful information through regular meetings.
  • Build a long term strategy for the
    programme with a view to enabling the partner to achieve autonomy with
    particular attention to cost recovery aspects where necessary.
  • Influence the definition of national
    protocols through negotiation with representatives of partners structures
    (notably the Ministry of Health)with a view to disseminating ACF’s
    Techical standards for dealing with malnutrition.
  • Define a country-specific strategy for
    technical advocacy in link with country Director and HQ.
Represent Action Against Hunger 
& its positioning in the field of Nutrition & Health matters.
  • Build and maintain relations with current
    & potential donors(visit projects, presentations of Action Against
    Hunger & its work, requests for funding).
  • Represent ACF in the meetings with the
    health authorities and other agencies and participate in national networks
    on nutrition.
  • Promoting the philosophy and protocols of
    Action Against Hunger to local partners (NGO MoH, among others)
  • Representing the areas of health and
    nutrition in the national coordination of ACF
  • Produce technical , strategic and activity
    reports in the field of health and nutrition ( for partners)
  • Produce and /or publish information  both internally and externally ,
    concerning technical progress in the fields of health and nutrition in the
    country of intervention.
  • Elaborate communication tools for
    disseminating information on Action Against Hunger and the nutrition and
    health dimensions of its programmes.
Qualifications, Skills and
Experience:
  • The applicant for the Action Against
    Hunger ACF Nutrition Coordinator job opportunity should preferably hold a
    Master’s degree in Human Nutrition, Public Health, Medical sciences or
    Social sciences from a recognised University.
  • At least five years’ experience of
    nutrition programs at National coordination level & experience with
    capacity building of health systems in developing contexts.
  • Demonstrated ability to translate analysis
    & evaluation into operational planning strategy.
  • Prior experience with INGOs in recovery
    & complex emergencies.
  • Previous experience with partnerships
    & alliances will be an asset.
  • Good experience with nutrition and
    coverage surveys, and rapid nutrition assessments.
  • Practical knowledge and experience of
    project cycle management.
  • The ideal candidate should be disciplined
    and able to work and arrive at decisions autonomously and with minimal
    guidance.
  • Advanced knowledge of donors guidelines
    and procedures (ECHO, UNICEF, OCHA, CIDA, EU, DFID,USAID is desirable.)
  • Good team management and representation
    competencies.
  • Working knowledge of budget management.
  • Previous exposure and experience in
    assessment , monitoring or evaluation projects.
  • Familiarity with Action Against Hunger
    core values and acceptance of Action Against Hunger principles.
  • Excellent facilitation skills.
  • Ability to exercise sound judgement &
    make decisions independently.
  • Extremely flexible with the ability to
    cope with stressful situations.
  • Excelent reporting skills with good oral
    & written communication skills.
  • Diplomatic and culturally sensitive.
  • Fluency with written and spoken English.
