About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Livelihood
Associate will support the design, development, implementation, monitoring and
evaluation of the livelihoods programmes in the country targeting UNHCR persons
of concern. The incumbent will assist the implementation of REHOPE Strategy for
Economic Inclusion of Refugees reflecting UNHCR Global Strategic Priorities for
livelihoods as well as Minimum Criteria for Livelihoods Programming. The
incumbent will work in collaboration with in-country livelihoods partners,
government organisations, private sector actors and other stakeholders to
improve access to income generating opportunities that will be benefitting the
persons of concern as well as the host community nationals. The Livelihoods
Associate will be specifically responsible of the livelihoods programmes that
are being implemented within the Rwanda country operation. The incumbent will
utilize the Results Based Management approach to monitor the ongoing pilot
livelihoods programmes, explore new livelihoods opportunities and partnerships
and advise on advocacy initiatives that should be done to improve the access
for refugees to livelihoods opportunities in the country of asylum
Key Duties and
Responsibilities:  
  • The incumbent will implement the REHOPE
    for Economic Inclusion of Refugees in Uganda(2016-2020) and provide
    assistance in the design and implementation of livelihoods programmes as
    well as compliance with Minimum Criteria for Livelihoods Programming.
  • Actively participate in the livelihoods
    working group and ensure a coordinated approach for livelihoods
    programming targeting refugees.
  • Explore partnerships with NGOs,
    Government, Training institutions, employment service providers, UN
    agencies, and the private sector.
  • The incumbent will coordinate regularly
    and provide technical assistance to UNHCR implementing and operational
    partners working on refugees livelihoods.
  • Regularly monitor UNHCR partners
    activities for implementation of projects, collect monthly data and other
    information on the implementation of the project activities on the ground
    including data for reporting.
  • Prepare monthly reports on the achievement
    of project results and help other related reports as needed.
  • Offer technical support in the preparation
    of Concept Notes and Project Documents related to Livelihoods Activities.
  • Support inter-sectoral linkages with child
    protection, SGBV, gender, community services, education, environment,
    shelter and health, among others.
  • Provide inputs for the development of
    global/regional livelihoods policies and standards.
  • Identify individual cases of livelihoods
    barriers with government and other relevant parties and recommend
    appropriate responses.
  • Work closely with Protection colleagues to
    ensure that livelihoods activities have protection safeguards.
  • Collect socio-economic information on
    refugee communities enabling UNHCR and its partners to plan and implement
    interventions in order to promote the self-reliance of refugees.
  • Provide overall support to the supervisor
    including assistance in the organization of meetings, workshops and
    working sessions with the involved project partners.
  • Facilitate workshops, annual planning,
    monitoring visits and working groups with regards to livelihoods
    programming.
  • Prepare minutes of meetings and reports on
    workshops and working sessions as well as necessary follow up for the actions
    that need to be taken.
  • Participate in workshops and trainings
    organized by relevant project partners.
  • Provide general support for livelihoods
    activities and perform other related duties as required
Key Performance Indicators:
  • UNHCR Operation in Uganda has sufficient
    support in the field of livelihoods thus better able to provide sound
    advice and guidance to its Offices, Implementing and Operational Partners.
  • Capacity of UNHCR Operation in Uganda is
    strengthened so that more and ever-improving livelihoods programs are
    implemented
  • Self-reliance is enabled for refugees
    through the application of International and National Commitments
    including SDGs, and relevant UN/UNHCR protection standards
  • Livelihoods activities are guided by
    global, regional and country priorities and reflect UNHCR policy on age,
    gender and diversity (AGD).
  • Participation of persons of concern is
    assured through continuous assessment and evaluation using participatory,
    rights and community based approaches.
  • Persons of concern are treated with
    dignity and respect and all protection incidents are immediately
    identified and addressed.
     
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Livelihood Associate job placement should have secondary education
    with post-secondary certification in the field of Development Studies,
    Development Economics, Business Administration, Social Sciences,
    International Law or related field.
  • At least six years of professional
    experience (extensive field experience essential), including Development
    and Livelihoods interventions, ideally in a refugee contexts.
  • Excellent knowledge of English and local
    language
  • Previous exposure and experience with
    humanitarian/development projects with the emphasis on the cash-based
    and/or livelihoods interventions.
  • Experience with feasibility studies,
    monitoring and evaluation, assessments and surveys, needs and response
    analysis.
  • Experience with private sector
    partnerships, particularly in relation to inclusive value chains.
  • Experience with policy advocacy.
  • Previous experience working with or inside
    the UN, particularly in relation to inter-agency collaboration.
  • Experience as an entrepreneur or with
    entrepreneurship-support.
  • Experience with access to finance for
    marginalised people
