Uganda Investment Authority (UIA), a statutory agency is mandated to
initiate and support measures that enhance investment in Uganda and to advise
Government on appropriate policies conducive for investment promotion and
growth in the country.
Job Summary: The Executive
Director serves as Chief Executive of Uganda Investment Authority and, in
partnership with the Board, is responsible for the successful attainment of the
Vision, Mission and Objectives of the Authority, and the accountability of the
Authority to its stakeholders. The Board delegates responsibility for
management and day-to-day operations to the ED who has the authority to carry
out these responsibilities, in accordance with the direction and policies
established by the Board. The Executive Director sits on the Board and supports
the Board as it carries out its governance functions.
Key Duties and
Responsibilities:  
  • Support the Board in the development and
    implementation of policies for effective management of Investment in the
    country.
  • Oversee the strategic planning processes
    and ensure a strategic focus towards the attainment of the organisation’s
    mandate.
  • Ensuring timely development of the
    Authority’s strategic plans, annual work plans and budgets for approval by
    the Board.
  • Take lead of the mobilisation of the
    necessary resources for the organisation’s programs and ensure effective
    utilisation.
  • Managing the fiscal activities of the
    Authority including budgeting, reporting and audit
  • Provide direction in establishing a sound
    human resources strategy that builds and assures a work environment that
    recruits, retains and supports quality and motivated performance work
    teams.
  • Provide clear leadership and promoting and
    fostering a high team performance culture in the organisation
  • Working with the Board to ensure adequate
    financing from Government and other sources to support short- and
    long-term goals of the Authority.
  • In charge of monitoring, evaluation and
    reporting institutional performance to the Board in a timely manner.
  • Informing the Board and its Committees
    about relevant trends, issues, problems and activities in order to
    facilitate policy-making.
  • Attending Board meetings, supporting the
    Board, and serving as Secretary to all meetings of the Board.
  • Ensuring timely submission of the organizations performance reports
    both narrative and financial to the relevant stakeholders
  • Ensuring due compliance with all legal and
    regulatory obligations relevant to the Authority.
  • Responsible for networking, advocating and
    building institutional linkages and partnerships that promote and protect
    the interests of the Authority.
  • Ensuring cordial and reinforcing relations
    between the Authority and its stakeholders including the general public.

  • Policies to guide UIA operations
    formulated and approved by the Board.
  • UIA Strategic Plan, annual work plans and
    budgets formulated and approved
  • Approved work plans and budgets
    effectively implemented.
  • Resources for the effective implementation
    of Authority activities and programs in place.
  • Appropriate management and operating
    systems in place.
  • Productive, effective and efficient human
    resources in the organisation.
  • Strategic partnerships with major
    stakeholders developed and maintained.
  • UIA Board effectively supported to carry
    out its governance function.
  • Comprehensive and timely performance
    reports submitted to the Board for consideration.
  • UlA’s compliance with all statutory
    requirements.
  • Good corporate image of the organisation
  • Productive institutional partnerships established and maintained with
    Government and other partners
Qualifications, Skills and
Experience: 
  • The ideal candidate should preferably hold
    a Master’s Degree in either of the following disciplines: Business and
    Public Administration, Agriculture, Engineering, Finance and Law or the
    equivalent.
  • Possession of a Postgraduate Diploma in
    any of the following disciplines; General Management, Financial
    Management, Public Administration and Project Planning and, Management or
    the equivalent
  • A minimum of ten years of proven strong
    leadership and management of a credible public or private sector –
    organization involving strategic thinking and planning, team building,
    direction and supervision.
  • Proficiency in computer applications (Ms
    Office)
  • A well-demonstrated entrepreneurial mind
    and spirit.
  • Broad knowledge of the global, Ugandan
    business and Investment environment.
  • Strong communication, networking, advocacy and negotiation,
    leadership skills.
  • Experience with resource mobilization,
    utilization and accountability.
