concerning issues of statelessness, as it is given a designated role under

Job Summary: The Assistant
Protection Officer (SGBV) will be working closely with programme and other team
members to create a multi-sectoral SGBV prevention and response mechanisms as a
life-saving priority. This will require setting up and/or leading coordination
with interagency partners, government authorities, and persons of concern,
including development of strategies, action plans, SOPs. Capacity development
will be required, including leading SGBV workshops for a range of audiences.
The incumbent will also be tasked with reviewing the current SGBV prevention
and response framework on the ground to identify critical gaps to be filled.
Furthermore, the incumbent will be tasked with ensuring that SGBV-related
responsibilities are fully incorporated into the existing protection staffing
structure.

Key Duties and Responsibilities:
- Function as SGBV Coordinator for the
country chapter and coordinate rapid implementation of SGBV programmes for
the Uganda operation; - Work closely with Ministry of Gender,
Labour and Social Development of the Republic of Uganda and the other UN
agencies to shape the related working groups as well as technical
meetings; - Offer iimely technical support and
guidance to operational and implementing partners to ensure that good
quality implementation of project in light to the Uganda SGBV Strategy. - The incumbent will ensure monthly
reporting, including GBVIMS statistics with trends which informs policy,
projects development. - Keep abreast with political, social,
economic and cultural developments that have an impact on the protection
environment. - Consistently apply International and
National Law and applicable UN/UNHCR and IASC policy, standards and codes
of conduct. - Support the country office to conduct
initial needs/gaps and capacity assessments on SGBV in close coordination
with any on-going joint/common assessments being conducted in the early
stages of emergency response. - Provide support to integrate SGBV
prevention and response in humanitarian action plans of all programme
areas. - Support the three UNHCR strategies with
linkages; SGBV strategy in partnership with protection and programme leads
in the country operation as part of the overall protection strategy, with
particular emphasis on linkages with child protection and education - Actively contribute to the planning and
monitoring for multi-sectoral SGBV programming using the Results Framework
and Focus in close collaboration with Programme and different sectors. - Contribute to establishment/strengthening
of SGBV coordination mechanisms. - Significantly contribute to establishment
and/or strengthening of new strategic and innovative partnerships for SGBV
both with community-based, local, national, and international
organizations. - Provide support in mapping existing
services to address SGBV in the various affected areas, including
identifying community capacities and structures for potential partnership. - Advocate with senior management in UNHCR
and other partners, to ensure prioritization of SGBV prevention and
response as a life-saving response. - Work closely with senior management to
identify/review potential /partners and coordinate with Programme and
Protection sections to incorporate SGBV programming in sub-agreements. - Monitor SGBV programs implemented by UNHCR
and partners (both implementing and operational) and adjust programming as
required. - Routinely monitor Standard Operating
Procedures (SOPs) for all GBV activities and case management systems. - Receive and compile data including on
GBVIMS from Sub Offices to prepare monthly country report on SGBV
informing country operation progress and major issues and challenges in
regards to SGBV prevention and response interventions - Contribute in the identification of
durable solutions for persons of concern through voluntary repatriation,
local integration and where appropriate, resettlement. - Implement capacity-building activities for
all actors, the refugees, service providers, including relevant Government
institutions and NGOs to strengthen the prevention and response to SGBV
and the enhancement of overall protection situation. - Oversee programme implementation of Safe
from the Start initiative in the country. - Ensure the harmonization of SGBV
Prevention and Response Programming in the Operation. - Perform other related duties as required
Key Performance Indicators:
- Multi-sectoral SGBV prevention and
response programs based on needs and capacity assessment results are
established and programmed. - SGBV coordination mechanisms function with
all relevant stakeholders and partners.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations
UNHCR Assistant Protection Officer (SGBV) job vacancy should have
completed a University degree in International Development, Cultural
Studies, Human Rights, International Social Work, Social Science,
Political Science, Anthropology, International Law or other clearly
related disciplines. - At least two years relevant professional
experience. - Broad knowledge and understanding of SGBV
prevention and response in displacement. - Good training design and facilitation
skills - Excellent written and oral communication
skills. - Knowledge of local institutions.
- Another UN language an asset.
- Prior Inter-agency experience an asset.
- Knowledge of the GBVIMS is an asset.
