Job Summary: The District
Technical Officer will actively will contribute to the design and
implementation of interventions that lead to sustainable improvements in
routine immunization coverage in selected districts of Uganda. S/he will work
closely with regional offices, district health teams, community leaders, and
other immunization partners to improve the planning, implementation,
monitoring, and evaluation of routine immunization services.
Technical Officer will actively will contribute to the design and
implementation of interventions that lead to sustainable improvements in
routine immunization coverage in selected districts of Uganda. S/he will work
closely with regional offices, district health teams, community leaders, and
other immunization partners to improve the planning, implementation,
monitoring, and evaluation of routine immunization services.
Key Duties and
Responsibilities:
Responsibilities:
- Actively participate in regular
coordination and planning meetings with regional and district health
officials and other immunization partners. - Work with regions, districts, and other
partners to develop or fine tune national and district EPI annual and
quarterly micro-plans with their budgets. - Work with district health teams, local
governments, and other partners in selected districts to: - Develop sustainable community approaches to problem solving,
quality improvement, and sustaining effective immunization services. - Develop and implement sustainable capacity building strategies
for health workers. - Send periodic feedback on immunization to the relevant
EPI partners. - Build strong linkages between the health system, traditional
leaders, community volunteers and other groups. - Conduct cold chain assessments and related interventions as
needed. - Collect and use immunization data to inform
decision-making. - Coordinate with the country team in
following up the work of technical consultants when that work is performed
at district level. - Actively participate in district review
meetings. - Maintain open and productive
communications and working relationships with all partners. - Significantly contribute to writing
progress reports for BMGF and USAID as needed. - Manage project funds according to JSI, BMGF,
and USAID financial procedures. - Any other duties as may be assigned by
his/her supervisor.
Qualifications, Skills and
Experience:
Experience:
- The
ideal candidate must hold a Bachelor’s degree in public health or its
equivalent. - At least four years’ experience in health
systems strengthening management, especially in the context of EPI issues
and programs. - Knowledge
of rules and regulations for BMGF and USAID is a plus. - Strong facilitation skills, including
experience in leading capacity building efforts; proven experience in
coaching/mentoring and use of adult learning techniques to build the
capacity of health workers. - Broad
knowledge and understanding of government and traditional
structures and the ability to work within these structures. - Advanced
writing and computer skills for documenting project activities. - English
fluency in reading, writing, and speaking. - Ability to prioritize work effectively and
manage a demanding work environment. - Ability
to travel to the districts 75%.
