About US:
Protecting Families Against HIV/AIDS (PREFA) is an indigenous Non-Governmental
Organization (NGO) that was formed to contribute to Uganda’s efforts in
enhancing access to quality HIV/AIDS prevention, care, treatment, and support
services to families with a historical focus on Elimination of Mother-to-Child
Transmission (eMTCT) of HIV. PREFA has expanded her efforts to improving
acceptable and sustainable Sexual Reproductive Health Services and Child
Protection Programs (CSEC). Funding is from Centre for Disease, UKAid, Terre
des Homme Netherlands (TDH-NL) and Girls’ Advocacy Alliance (GAA).
Job Summary: The Capacity
Building Officer will manage PREFA’s training function through provision of technical
leadership, guidance and implementation of training programs in the PREFA
projects at all levels from PREFA to the implementing districts. He/she will
work closely with project team to make sure that capacity building events and
activities are implemented effectively and achieve anticipated results.
Key Duties and Responsibilities:   
  • Carry out continuous training needs
    assessment for PREFA staff and other stakeholders.
  • Link with the relevant stakeholders like
    Ministry of Health to ensure that PREFA has updated curricula and training
    manuals in the relevant areas, and develop new ones where there is a gap.
  • Develop, review, document and disseminate
    training performance standards for PREFA.
  • Conduct regular mentorship for the
    implementing stakeholders.
  • Organize and conduct effective trainings
    as per work plan.
  • Work closely with the M&E unit to
    design tools for evaluation of PREFA training activities.
  • Prepare and submit accurate and timely
    training reports.
  • Manage PREFA’s training data base.
  • Significantly contribute to PREFA income
    generation by developing a self-sustaining training department that will
    act as a source of income for the organisation.
  • Oversee the PREFA internship program, to
    ensure that it meets the organisational financial targets.
Qualifications, Skills and
Experience:  
  • The ideal candidate should preferably hold
    a Bachelor’s Degree in BA SWASA, BA Development studies, BA Education, BA
    Community Psychology or Health related field AND Masters in Public Health
    or Health Services Research or Health Services Management
  • A minimum of five years’ experience
    working with government structures, specifically district health systems.
  • At least 5 years’ experience in capacity
    building in the context of health systems strengthening.
  • Previous experience in curriculum
    development (indicate the specific curriculum and your contribution)
