About USAID UHSC Project:
The Uganda Health Supply Chain (UHSC) seeks to contribute to the
Ministry of Health’s (MOH) medicines policy objective of improving the health
status of the Ugandan population by increasing the availability, accessibility,
affordability and appropriate use of essential medicines and health supplies
(EMHS), including reproductive, maternal, neonatal and child health (RMNCH)
commodities. UHSC supports the Quantification and Procurement Planning Unit
(QPPU) that is part of the Pharmacy Department of the MoH which aims to ensure
optimum use of GoU and donor financing for pharmaceutical products by providing
a single centralized system in the MOH for projecting and quantifying national
requirements for EHMS; and coordinating contributors’ supply planning and
ensuring appropriate products in adequate quantities are supplied on a timely
basis.
Job Summary: The Senior
Technical Officer – AIDS Control Program will be seconded in the Ministry of
Health AIDS Control Program to provide technical support to the ACP, Pharmacy
division and other key stakeholders in the planning and supply chain management
of HIV/AIDS commodities. The incumbent will support the development of
integrated, streamlined and harmonized supply chain processes such as
quantification, procurement, storage, distribution, ordering and reporting. The
jobholder also supports ACP in monitoring of the ARV supply chain procurement
and supply planning, management of the ARV web-based ordering and reporting
system and other HIV/AIDS commodities, including the effective utilization to
enable the programme make informed decisions related to supply chain
management. This technical assistance is especially aimed at strengthening the
capacity of ACP in their supply chain management roles and responsibilities,
and assisting them in planning and monitoring.
Key Duties and
Responsibilities:  
Support strengthening and streamlining of the HIV commodity supply
system
  • Provide assistance to ACP in
    pharmaceutical management to ensure effective and efficient assessment,
    forecasting and quantification of program commodities.
  • Offer technical assistance to Pharmacy
    Division to ensure that ACP commodity pipelines are analyzed and monitored
    at all levels of the supply system.
Support monitoring and evaluation of the HIV commodity supply system
  • Support the ACP M&E team to develop
    and implement a monitoring system for the HIV/AIDS commodity supply chain,
    including performance monitoring of the ARV supply chain rationalization.
  • Work closely with QPPU and UHSC logistics
    team, routinely monitor the commodity supply pipeline and stock levels at
    central medical stores and prepare situational analysis reports for key
    supply chain commodities.
Support the coordination of the HIV commodity supply team
  • Work in liaison with QPPU, prepare and
    update procurement and supply management plans for Global fund financing,
    PEPFAR and other donor financing for HIV commodities.
  • Actively contribute to the proceedings of
    the monthly commodity security group meetings
Support HIV/AIDS logistics management information system:
  • Support the MoH Resource center in the
    management of the user requirements in the Web-based ARV ordering and
    reporting system and periodic update of the system with newly accredited
    sites
  • Coordinate with the supply agencies to
    ensure timely capture of data into the web-based ARV ordering and
    reporting system and generation of allocation lists from the system
  • Provide technical assistance in
    strengthening data analysis and utilization from the web-based ARV
    ordering and reporting system to facilitate evidence based decision
    making.
  • Coordinate the reporting and ordering of
    ARVs into the web-based system in a timely manner and the follow up of
    non-reporting facilities.
  • Prepare periodical performance reports as
    required by ACP and support the UHSC Program
  • Perform any other duties that may be
    assigned from time to time as need arises.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Management
    Sciences for Health Senior Technical Officer – AIDS Control Program career
    placement should hold a Professional degree in pharmacy
  • A minimum of three years’ work experience
    in providing supply chain management technical assistance especially in
    the area of distribution, quantification and procurement.
  • Previous exposure and experience in
    medicines Logistics management information systems is an added advantage
  • Working experience in Uganda with
    knowledge and comprehensive understanding of the Uganda public health
    system.
  • Previous experience with USAID supported
    programs is an added advantage.
  • Proven ability to collaborate with other
    stakeholders in developing creative and strategic solutions to achieve
    common goals.
  • Willingness to be flexible and adapt to
    changing priorities and shifting deadlines.
  • Demonstrated strong organizational,
    administrative, communications and reporting skills.
  • Strong teamwork and team-building skills
  • Proficiency in English required, including
    ability to write lucid technical reports and documents.
  • Demonstrated computer skills, including
    knowledge Microsoft Office suite.
