About USAID GAPP Project:
RTI is the prime contractor for USAID funded GAPP program. The goal of
this seven year program is to increase participation accountability and local
governance for effective service delivery. To achieve this goal, GAPP will
focus on three components: (1) Support and strengthen national level government
accountability institutions in their interaction with local governments; (2)
Strengthen local government revenue, procurement, financial and planning
systems; and (3) Strengthen civil society organizations (CSOs) and other
non-state actors (NSAs) to improve voice and accountability. GAPP will work at
the national level and in at least twenty-five districts in northern Uganda,
the Albertine region of Bunyoro, and central Uganda.

Job Summary: The Program
Assistant and Executive Coordinator will provide a wide range of office
management and clerical support to the Central Region office and the Chief of
Party. The Program Assistant independently responds to extensive and diverse
inquiries, and makes decisions when multiple courses of action are required for
the office under their care.

- The incumbent will organize conferences,
workshops and coordinate meetings pertaining to program activities. - Regularly monitor project correspondence,
including drafting letters for signature, filing incoming and outgoing
correspondence Maintain a list of prequalified hotels and ensure staff and
consultants are booked into them when needed - Perform HR& Admin coordination
activities for the Central region office including but not limited to
staff meetings, updated staff contact lists, staff leave management,
filing systems, etc. - Offer timely procurement support for the
central region and Main Kampala office including but not limited to the
review and approval of office supply requisitions, purchase requisitions
(quotations, bid analysis, LPO preparation, etc.) for approval as per RTI
procedures, preparation and assistance in the procurement chain, Vehicle
fuel management/replenishment, assist in vehicle planning, scheduling and
fuel management/ replenishment, Coordinate prequalification exercise for
vendors for the central region office, etc. - Provide supervisory oversight to the
Central Region driver Stand-in for the Operations Coordinator in times of
leave, Provide logistical, accommodation and transport support Provide
support to track accounts payable for the Central region activities - Manage and coordinate events for Clients,
partners and the COP. Provide clerical and logistical support to the COP
and any executive visitors to the project - In charge of front office operations
management (receipt of visitors, telephone calls, coordinate use of
meeting rooms, etc.) - Provide any other support services as may
from time to time reasonably be assigned by supervisor or Chief of Party

Experience:
Experience:
- The ideal candidate should preferably hold
a relevant Bachelor’s degree - At least three years’ experience in
project administrative support - Proven superior integrity, work habits,
and organizational skills - Working knowledge of USAID rules and
regulations working environment a plus. - Effective communication skills in English,
both verbal and written. - Knowledge of computer software such as
Word, Excel, PowerPoint - Ability to communicate and liaise verbally
and in writing with partners/suppliers/visitors and staff, and interpret/respond
clearly and effectively to verbal or written instructions - Results-oriented, team player
- Excellent interpersonal skills
