The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Senior WASH
Associate will be responsible for the development, guidance and oversight of
WASH strategy for refugee villages (RVs) of Pillar 1. The incumbent of this
position will support WASH related activities in the refugee villages as part
of the Pillar 1 Programme Technical team.
Key Duties and
Responsibilities:  
  • Provide technical guidance and support to
    partners on all WASH-related issues to ensure quality, cost-effectiveness,
    sustainability and environmental sound WASH interventions.
  • Act as focal person on water, sanitation
    and hygiene promotion issues within UNHCR and liaise with UN related
    agencies and governmental and non-governmental counterparts.
  • Keenly review on a regular basis the
    quantity and quality of water and sanitation services offered in the RVs
    and ensures the maintenance of records of WASH performance indicators for
    all locations.
  • Keenly review performance, undertake field
    verifications, monitor development and evaluate activities and approaches
    adopted by partners in WASH and related sectors, sharing the results with
    the Technical Unit.
  • Offer technical assistance (TA) to
    partners and help to enhance capacity building of partners. Promote
    community involvement and participation in all the different stages of the
    WASH project cycle.
  • Work closely with other sectors,
    particularly Site Planning, Health and Community Service, to locate, plan,
    implement and monitor WASH activities.
  • Put measures in place to ensure that
    regular and accurate reports that analyze the challenges encountered in
    providing WASH services for beneficiaries are prepared and circulated.
  • Actively participate in the preparation of
    all reports for management, boards, donors, budget reviews, programme
    analysis, monthly, annual reports etc. in a timely manner.
  • Participate, guide and provide technical
    inputs during strategic and operational planning cycles of UNHCR both at
    the field office and country levels. Develop/design WASH interventions for
    each location consistent with the country wide WASH policies.
  • Carry out any other tasks as required.
Key Performance Indicators:
  • UNHCRs policies, standards and procedures
    relating to WASH are constantly and coherently applied in the area of
    responsibility (AoR).
  • The needs of persons of concern are
    assessed and analysed in a participatory manner and using an Age, Gender
    and Diversity (AGD) perspective to form a firm basis for planning.
    Authority
  • Negotiate with local authority
    counterparts, partners and populations of concern.
  • Represent UNHCR in physical monitoring of
    projects.
  • Provide inputs for the country operations
    plan and other submissions and reports.
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Senior WASH Associate job should have completed Secondary education
    and an advanced training/certification in Civil or Tech Engineering.
  • At least eleven years of work experience
    with five years in the field of water and sanitation. Proven technical
    expertise in area of WASH assessment including surveys, programme
    implementation, monitoring, evaluation, and coordination.
  • Working knowledge and experience of
    working with local partner agencies with a capacity to provide formal and
    informal training.
  • Excellent knowledge of relevant computer
    application, including AutoCAD.
  • Fluency in English, both verbal and
    written.
  • Excellent knowledge of Aringa is an added
    advantage.
