About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Medical
Insurance Plan (MIP) Associate will provide advice and guidance on all Medical
Insurance Plan-related issues and process all medical bills on a timely and
appropriate manner for all national staff based in various locations in Uganda.
Over the past year, UNHCR Uganda has seen a steady growth in the number of
workforce requiring a dedicated HR person to process the medical bills. The
incumbent will be responsible for the enrolment of all eligible national staff
members and de-enrolment of the inactive employees, the collection of the MIP
contributions and the processing of claims in respect of all MIP participants
in UNHCR Uganda. S/he will act as the focal point for all MIP-related issues.
Key Duties and
Responsibilities:  
  • Administer UNHCR medical insurance plan
    for locally recruited staff.
  • Process MIP claims in MSRP, forward the bills
    to Finance for payment and notify claimant that their bills have been
    processed.
  • Conduct impromptu visits to hospital to
    verify authenticity of claims.
  • The jobholder will Pay the UN Clinic
    invoices to UNDP that are booked as open item keys in pMSRP.
  • Dispatch bills to staff members.
  • Support the Finance Unit to settle the
    Open-items upon staff members claiming.
  • Issue letters of guarantee of payment to
    hospitals of staff members and dependants who have been admitted.
  • Settle hospital invoices accruing from
    Medical Examinations and Medical Evacuations in MSRP.
  • Schedule medical examination for staff
    members.
  • Dispatch the medical reports to the
    Medical Service at Regional Service Centre.
  • Follow-up on Medial Clearances.
  • Update the details for initial recruitment
    in Occupational Health & Safety Software MEDGATE.
  • Issue travel authorisation for staff
    members proceeding on Medical Evacuation.
  • Visit hospitalised staff members and their
    dependants.
  • Maintain appropriate filing system of all
    MIP related documents.
  • Support identification of appropriate
    healthcare and qualified physicians in locations with UNHCR presence.
  • Perform any other tasks as required.
Key Result Areas:
  • MIP claims are processed in strict
    confidentiality and in a timely manner, according to the rules.
  • Access for national staff members to
    appropriate healthcare is facilitated.
  • Excellent service delivery should be
    expected in terms of client orientation, transparency of information and
    timely settlement of claims.
  • Appropriate filing system of all MIP
    related documents is maintained and report appropriately to periodic
    auditing
     
 Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations
    UNHCR Medical Insurance Plan (MIP) Associate career opportunity should
    have completed secondary education with post-secondary
    certificate/training in Business Administration, Office Management, Human
    Resources Management or a related field.
  • At least six years previous job experience
    relevant to the function or in a related field.
  • Excellent computer skill including MS
    applications (Word, Excel, PowerPoint).
  • Fluency in English
    (written/oral/comprehension) with working knowledge of another UN
    language, preferably French.
  • Operational knowledge of MSRP HR.
  • Good knowledge of MIP rules and procedures.
  • Working knowledge of administering
    Insurance schemes.
