About US:
The Department of Peacekeeping Operations (DPKO) is dedicated to
assisting the Member States and the Secretary-General in their efforts to
maintain international peace and security. DPKO provides political and
executive direction to UN Peacekeeping operations around the world and
maintains contact with the Security Council, troop and financial contributors,
and parties to the conflict in the implementation of Security Council mandates.
The Department works to integrate the efforts of UN, governmental and
non-governmental entities in the context of peacekeeping operations. DPKO also
provides guidance and support on military, police, mine action and other
relevant issues to other UN political and peacebuilding missions.
Key Duties and
Responsibilities: 
Within the
delegated authority, the Finance Officer is responsible for the following
duties:
  • Offer technical advice, financial
    interpretations, adaptations and corrective actions in response to audits
    and other queries to ensure adherence to the UN Financial Regulations and
    Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars;
  • Ensure that accurate and complete
    accounting, reporting and internal control systems are functioning and
    that all relevant records are maintained;
  • Regularly monitor that proposed
    obligations or disbursements for services, supplies and equipment, as well
    as those pertaining to personnel, are in accordance with UN Financial
    Regulations and Rules, relevant appropriations and staffing tables and
    corresponding approved allotments;
  • Perform duties as Approving Officer and
    ensure that expenditure, obligations and disbursement are approved and
    released correctly and in a timely fashion;
  • Keenly review payments, advances and
    interoffice charges on the basis of proper supporting vouchers and other
    documents which indicate that the goods and services have been received;
  • Prepare responses to internal/external
    audit observations;
  • Prepare and submit major/complex, and ad
    hoc financial reports for management purposes;
  • Take initiative to improve accounting
    processes and controls.
  • Coordinate the implementation of the
    International Public Sector Accounting Standards (IPSAS) and the launch
    and implementation of the Enterprise Resource Planning (ERP) System phases
    in the Centre;
  • Act as board member in property survey
    boards, local committee of contracts, or any other local boards as
    directed by the Chief Financial Reporting;
  • Manage the staff under his/her supervision
    and evaluate and monitor their performance;
  • Perform other related duties as required.
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    DPKO Finance Officer job placement should hold an Advanced university
    degree (Master’s degree or equivalent) in business administration,
    finance, accounting or related field is required. A first level university
    degree in similar fields in combination with two additional years of
    qualifying relevant experience may be accepted in lieu of the advanced
    university degree. An accounting qualification as Certified Public
    Accountant (CPA), Chartered Accountant (CA) or Chartered Institute of
    Management Accountants (CIMA) is required. A combination of Finance with a
    focus on Information Technology is desirable.
  • At least seven years of progressively
    responsible experience in accounting and finance, including significant
    responsibilities in the management of financial resources and reporting
    thereof is required.
  • Extensive knowledge of internal control
    systems is required.
  • Extensive experience in transitioning and
    implementing private sector or public sector accounting standards such as
    International Financial Reporting Standards or IPSAS is desirable.
  • Extensive experience in working with the
    finance module and consolidation in an Enterprise Resource Planning (ERP)
    is desirable.
  • Experience in planning, developing and
    implementing a change management project is desirable.
  • Familiarity with the UN regulatory
    framework for administration and operations is desirable.
  • Languages: Fluency in English
    is required. Working knowledge of another UN official language is
    desirable.
