About Empower a Child:
Empower a Child is a not-for-profit faith-based organization operating
in East Africa. Empower a Child is registered in United States of America as a
501(c) 3 not-for-profit organization. When it was started in 2006, Empower a
Child focus was on the humanitarian situation in Uganda and Kenya, in
particular, re-building communities, community structures, and empowering the youth.
Empower a Child developed an integrated approach to development through
engagement in four key sectors: education (including child sponsorship), health
education, vocational training and entrepreneurship, character and spiritual
development.
In the year 2010, Empower a Child Uganda purchased land in Zirobwe,
Luwero District (approximately 1.5 hour drive north of Kampala, the Capital
City). This land is in the heart of a community that has struggled to re-build
from a guerilla war that took place over 30 years ago. Empower a Child, hopes
to work with the community to build a self-sustaining community development
program on this land. There have been marked developments so far. Since 2010,
Empower a Child has constructed a community church, medical clinic, established
a community school, started up an economic empowerment program that directly
reaches the women and has set up agricultural and animal husbandry projects to
diversify income avenues of the households. In 2017, Empower a Child is
re-locating to the Zirobwe to better assist the community development program
impact.
Job Summary: The Sponsorship
and Protection Officer will be responsible setting up and running the
sponsorship office in Zirobwe and also do assessment, response analysis, design
and implementation of the child protection components of Empower a child in
Zirobwe. The incumbent will need to co-ordinate with other staff to ensure a
rapid, proportionate and effective response. S/he will need to ensure response
to immediate child protection issues with simultaneous consideration of longer
term needs and possible scenarios. Depending on the situation the jobholder may
need to take a very active role in technical co-ordination, support and
advocacy with the Centre leadership and other stakeholders and technical
agencies relevant.
Key Duties and
Responsibilities:  
Set-up and manage sponsorship program in Zirobwe:
  • Setup a sponsorship field office in
    Zirobwe and coordinate all aspects of the Sponsorship in Zirobwe,
    including mentorship programs (center day) to ensure they are reaching
    highest impact so that each child in the program has an opportunity to
    reach their full potential, academically, spiritually, emotionally.
  • Be the primary contact for all children on
    Zirobwe sponsorship program. Maintain an updated log of child cases
    indicating the problem affecting the child and steps being taken to
    resolve the issue at hand and thus reduce the overall number of girl child
    cases
  • During sponsorship enrollment receive new
    applicants, take their photos, and visit new applicants in their home and
    follow-up on statements in their application for accuracy. Ensure that
    mentors follow the enrollment criteria
  • Hand over all new photos and applications
    both typed and written, to the sponsorship manager for approval.
  • Once a child has received a sponsor, open
    a file for the child, call the guardian(s) to the office to brief them on
    benefits, terms and conditions of the sponsorship program, assist the new
    child or children in writing their first letters, gather bank slips,
    admissions letters, or previous term’s payment receipt, and any relevant
    information that can be placed in the child’s file.
  • Track, follow up and make home visits for
    children with poor school attendance or performance, poor sponsorship attendance,
    and/or children dealing with health issues or severe living conditions.
    Liaise with Empowered Leaders Academy authorities to monitor children’s
    performance.
  • Track home and school visits for sponsored
    children and share records with team members.  At the end of each week submit a
    comprehensive report of all field delegations and activities carried out.
  • Work closely with the other field
    coordinators to produce a monthly joint field status report highlighting
    progress and needs of children either individually and/or collectively.
  • Ensure that all children’s school fees is
    paid at the beginning of each school term and receive payment records,
    submit the school fees receipt to the bookkeeper and file a copy of the
    original in every child’s file.
  • Ensure child evaluation health/medical
    forms and school/home visit reports are being completed after a staff
    mentor visit, and presented to the Sponsorship Manager, which will be
    reviewed and filed in the child’s file. Work with administration assistant
    to ensure that all documents relevant to the sponsored children are filed
    in the children’s files at least a week after the documents are received
  • Organize sponsor visits to sponsor to
    portray a good image of Uganda and Empower A Child
  • Ensure that all sponsored child gifts are
    entered in the gifts book and distributed to the respective children, a
    photo taken and letter written within one week of receipt. File a copy of
    every letter that a child receives and any thank you letters written in
    the child’s file
Child Protection:
  • Supports Right Empower a Child field teams
    and institutions with the mainstreaming of effective gender equality and
    child safeguarding and protection practices in program design,
    development, implementation and evaluation
  • The jobholder supports the field teams and
    institutions with child protection analyses throughout all activities.
  • Guides and advises country and field teams
    with the development of tools to increase the participation of girls and
    ensure the protection of all children linked to program activities
    including sponsorship program
  • Keenly reviews, assesses and updates child
    protection and gender equality issues across the community we serve,
    highlighting emerging and recurring issues requiring a response, and makes
    recommendations on specific actions required.
  • Supports the preparation of toolkits,
    training manuals and checklists on gender equality and child protection
    for Empower a Child.
  • Organizing workshops on relevant topics
    that focus on changing knowledge, attitudes and behavior towards women and
    girls, men and boys.
  • Ensures that the child safeguarding and
    protection procedures are understood and adhered to by all staff.
  • Identify and satisfy training needs of
    local staff as well as MSTs to support understanding and implementation of
    the Child Safeguarding Policy.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the Empower a
    Child Sponsorship and Protection Officer job placement should hold a
    Bachelor’s Degree in social work, education
  • A minimum of five years’ experience, three
    of which in the field with progressively responsible professional
    experience in child protection, humanitarian affairs, human rights, child
    sponsorship and related fields
  • Broad knowledge and understanding of DO NO
    HARM principles and established international child protection standards
    (especially UNCRC)
  • The applicant should be well planned and
    organized even within a field working environment
  • Possess the capacity for initiative and
    good decision making
  • Excellent analytical and problem solving
    skills.
  • Good computer skills.
  • The applicant must be a mature Christian
    characterized by a strong Christian testimony, a heart for ministry, and
    knowledge of the Scriptures.
  • The applicants must have a personal
    relationship with Jesus Christ.
  • Be a consistent witness for Jesus Christ,
    maintains a courteous, Christ-like attitude in dealing with people within
    and outside of Empower a Child and faithfully upholds Empower a Child
    ministry in prayer.
  • Previous experience in performance based
    staff management.
  • Excellent interpersonal skills.
  • Previous experience in liaising with
    government officials and a variety of donors.
  • Willingness to regularly travel to
    programme sites.
  • Experience in proposal and report writing
    with a proven ability to secure donor funding.
  • Budgetary control and financial management
    skills
  • The applicant must be familiar with and
    abide by the People in Aid code and Sphere Minimum Standards
