Reform and Divestiture Act, Cap 98 and Electricity Act, Cap 145 respectively.
UEGCL is wholly owned by the Government of the Republic of Uganda. UEGCL’s key
role is to – carry on the business of electric power generation and sale within
Uganda or for export to neighbouring countries; build, operate and maintain
Electricity Generation Plants; monitor the operation and maintenance of its
Concessioned Assets – Nalubaale and Kiira Power Stations; provide Technical
Support as and when required by the Government of the Republic of Uganda through
the Ministry of Energy and Mineral Development; organize, support, encourage
and maintain training facilities in technical and related fields, amongst
others.

Responsibilities:
- Initiate and review project documents
related to land acquisition, resettlement, livelihood restoration,
community development in accordance with national statutory requirements. - Initiate, undertake and Review social
impact assessments for planned UEGCL project sites. - Prepare and submit progress reports
regarding implementation of social safeguards including community
development action plans, resettlement action plans, and land acquisition
and livelihood restoration. - Initiate, review and implement stakeholder
Engagement Plans. - Develop and implement an appropriate
grievance management system acceptable to all stakeholders. - Prepare and disseminate information
regarding project social impacts and mitigation measures for Project
Affected Persons, host communities, and other residents - Actively participate in monitoring works
implementation ensure compliance with social safeguards laws and policies - The incumbent will initiate, develop,
review and implement labour force management plans for UEGCL projects - Keenly reviews progress reports by service
providers of Involuntary Resettlement, HIV and AIDS, Gender and OSH, with
the view to ascertain their appropriateness and relevance - Initiate and coordinate studies, surveys
and reviews on social aspects of concern related to projects
implementation. - Initiate, develop and implement social
safeguard Guidelines to be used by UEGCL in Planning, Implementation and
operation of its projects.
Experience:
- The
ideal candidate should preferably hold a Bachelor’s degree (Honours) in
Social Work and Social Administration, Development studies, Sociology and
Anthropology. - Possession
of a post graduate qualifications in relevant field will be an
added advantage - At least seven (7) years’ working
experience with two years
supporting social safeguards for infrastructure development in government
and donor aided projects. - Skills in capacity building training in
social aspects of infrastructure development - Prior exposure and experience in
qualitative and quantitative research in impact monitoring and evaluation
of livelihood restoration programs - Knowledge of Ugandan legislation governing
labour employment. - Experience in contractor supervision or
monitoring social, safety and health aspects of hydropower or any other
large infrastructure projects at similar level. - Demonstrated
leadership and negotiation skills - Excellent
planning and organizational skills - Strong
analytical and problem solving skills - Excellent
communication, facilitation and presentation skills. - Excellent
interpersonal skills and high level of integrity - Computer
literacy skills - Possess
a Valid driving licence
