Send a Cow (SAC) was founded in the UK in 1988 to help transform lives,
by helping African families and orphans to grow enough food to eat, sell their
produce and develop small businesses that last. They have provided livestock,
seeds, training and ongoing support, to help over a million lives and their
families that live in abject poverty. The Send a Cow Group currently
constitutes Country Programmes in seven African countries plus the UK and USA,
together with a Group Executive which is based in the UK.
About USAID SOCY Project:
Send a Cow (SAC) will be implementing Sustainable Outcomes for Children
and Youth in Central and Western Uganda over the next five years. The Project
will improve the health, nutrition, education and psychosocial wellbeing of
vulnerable populations, as well as reduce abuse, exploitation and neglect to a
minimum of 625,000 children and 101,500 households in 17 districts in central
and western Uganda.  The Project is being
implemented by a consortium of partner consisting of CRS being the lead, Futures
Group, ANPPCAN, TPO and ACODEV.
Job Summary:  The Youth Project Officer is responsible
for developing, implementing and evaluating activities for Youth in the
community. Based at the Mityana and Rakai field offices, the job requires the
incumbent to plan, supervise and coordinate activities for the project aimed at
reducing vulnerability for the youth and children by using multi-sectoral
approach to improve social economic status of children and youth and their
caregivers.  The Youth Project Officer is responsible
for administering and delivering project activities for youth in the community.
The Youth Project Officer will consult with youth and organizations that
represent youth to determine their needs and develop activities in response to
those needs.
Key Duties and
Responsibilities:   
Technical and Training needs assessment
  • The incumbent will assess and communicate
    the needs and requirements of youth in the community with a view to
    meeting their interests
  • Work closely with and collaborate with
    organizations that represent youth to determine needs and interests of
    youth
  • Ensure a variety of sport, recreation,
    cultural and other activities are planned and implemented
  • Take lead and participate in the
    development of youth organizations/ groups in the community bearing in
    mind gender, age, etc
  • Promote youth inclusion strategies and
    plans in existing community-based organizations
  • Evaluate the effectiveness of project
    activities
Plan and implement activities for youth
  • Schedule and supervise activities,
    facilities and volunteers as required
  • Participate in the recruitment and
    training of Field Officers/Agents
  • Encourage and inspire youth to participate
    in development activities in the region
  • Ensure that monthly and routine reports
    are submitted to your supervisor
Promote youth activities
  • Ensure that youth and youth organizations
    are aware of available activities
  • Coordinate a community relations campaign
    to promote youth programs
  • Arrange for advertising /promotion/
    awareness of youth activities
  • Maintain contacts with local and regional
    organizations promoting youth empowerment
  • Monitor the use of equipment and
    facilities.
Qualifications, Skills and
Experience:  
  • The ideal candidate for the USAID SOCY Youth
    Project Officer job opportunity should preferably hold a Bachelor’s degree
    in Development Studies, Education, Social Sciences or related
    qualifications
  • Prior experience working with vulnerable
    children and/or youth will be an added advantage.
  • Working knowledge of the legislation,
    regulations, policies and procedures for involving youth in community
    activities
  • Broad knowledge and understanding of the
    regional economic, cultural and political environment
  • Possess a Riding Permit and be able to
    ride a motor bike for a good part of the day.
  • Ability to administer youth activities and
    team building skills
  • Analytical and problem solving skills
  • Good decision making skills
  • Effective verbal and written communication
    skills
  • Good presentation and listening skills
  • Effective negotiation and mediation skills
