than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
Job Summary: The Roving Procurement
and Logistics Officer will be in charge of the overall direction of procurement
and logistics activities in West Nile region. This includes ensuring robust
procurement, fleet, warehousing, and asset management. The position will
provide support to all West Nile sub-offices and coordinate with Country Office
based staff on support, training, guidelines and standard operating procedures
as set by Danish Refugee Council (DRC) & Danish Demining Group (DDG). The
incumbent will ensure compliance to DRC procurement and logistics rules and
regulations as per DRC Operational Handbook. 
Key Duties and
Responsibilities:  
Procurement:
  • Ensure DRC procurement guidelines are
    adhered to in all West Nile offices. 
  • Actively engage and support the program
    teams in procurement planning to ensure timely delivery of project inputs
    and activities. 
  • Work closely with Country Office Kampala,
    identify, negotiate and implement contract & framework agreements
    which result in efficiencies in line with financial and forecasting
    requirements.
  • Maintain accurate auditable records of all
    procurement process which result in high process compliance.
  • Administer contract performance, including
    delivery, receipt, warranty, damages and insurance.
  • Plan and engage with Project Managers to
    understand contract specifications and with suppliers to develop a profile
    of delivery capability which results in effective market engagement.
  • Conduct efficient and collaborative
    procurements which are DRC and donor compliant (advice, tendering, evaluation
    award & contract management) and which result in a high value adding
    commercial outcome.
  • Build supplier, category and market
    understanding through performance management, research and stakeholder
    briefings which result in the management of commercial issues throughout
    the procurement cycle.
Logistics:
  • Prepares and reviews budget requirements
    of logistics activities and directs consolidation of logistic budget.
  • Implement DRC’s asset management
    strategies i.e. monthly updating of asset register, bi-annual physical
    asset verification, and annual insurance of assets. 
  • Ensure a robust fleet management system is
    implemented in West Nile. 
  • Consolidate the West Nile monthly
    logistics reports for submission to Country Office.
  • Ensure monitoring of use of purchased
    goods and materials. This will protect the DRC from incurring losses by
    minimizing fraud and waste.
  • Support the Area Manager in overseeing
    security of DRC premises. 
Coordination:
  • Keenly analyze Supply Chain Systems i.e.
    procurement, logistics and warehousing are working together to fill orders
    and deliver goods, services on a timely basis.
  • Address staffing resource needs and
    directly supervise procurement and logistics assistants in Arua and
    technically supervise the procurement and logistics assistants in West
    Nile sub offices. 
  • Develop and maintain constructive and
    cooperative working relationships with colleagues and management. 
  • Build capacity and train DRC West Nile
    staff in DRC procurement and logistics processes to create a better
    understanding of procedure with an aim to improve service delivery. 
  • Consolidate and quality assure the monthly
    procurement and logistics reports for onward submission to country
    office. 
  • Prepare timely and accurate management
    information covering aspects of stakeholder engagement in the procurement
    process life cycle which result in effective performance management and
    delivery of required outcomes.
  • Assist DRC West Nile management in
    Contract & Supplier relationship management.
  • Actively engage in continuous professional
    development.
     
Qualifications, Skills and
Experience:
  • The applicant for the Danish Refugee
    Council (DRC) Roving Procurement and Logistics Officer job opportunity
    must hold a Degree in Procurement and Logistics, Supply Chain Management
  • CIPS membership or other professional
    qualification or equivalent commercial experience equivalent is an added
    advantage. 
  • A minimum of five years of relevant
    experience with an International NGO.
  • Proven experience working with the major
    donors, UN, ECHO, NMFA, UN & DANIDA among other donors.
  • Effective Project management skills.
    Proven ability to prioritize tasks and meet deadlines.
  • Good problem-solving and analytical skills
  • A pro-active person who is able to work
    independently and at the same time a good team-player.
  • Excellent computer skills. Proficiency in
    excel is a key requirement.
  • Excellent communication skills, calm and a
    good sense of humour.
  • Proven commitment to transparency and
    accountability practices.
  • Strong interpersonal skills, cultural
    sensitivity, and demonstrated ability to establish effective working
    relations with the other team members and other stakeholders.
  • Service oriented, stress tolerant,
    flexible and adaptable. 
  • A proven track record of success in
    influencing others both internally and externally through presentations,
    negotiations, written reports with high degree of tact and diplomacy.
  • Hold a Valid driving license.
  • Fluent in written and spoken English.
  • Prior experience in training
    non-procurement and logistics staff is desired
