Job Summary: The Programme
Manager will provide technical support in survey, research, monitoring and
evaluation processes as well as developing other tools to improve the
performance and quality of their programming through enhanced Design Monitoring
and Evaluation (DME) function and system.
Key Duties and
Responsibilities:  
Capacity Building:
  • Provide training for field staff in basic
    skills, concepts and approaches in proposal writing, project planning and
    management, monitoring and evaluation, participatory approaches and
    transformational development to help enhance the knowledge and skills of
    field staff in these aspects.
  • Support clusters in the full adoption of
    LEAP 3
  • Coach technical officers, program managers
    and development facilitators in delivering an effective program M&E
    system
  • Coach and mentor cluster DME and program
    staff to accelerate learning and adoption of recommended DME methodologies
    and approaches
  • Develop a mentoring program for regional
    staff aimed at enhancing their capacity and skills to assume increased
    M&E and programming responsibilities.
Research:
  • Support regions in documenting and
    disseminating innovations and new research findings related to DME
  • Synthesize and summarize trends in ADP
    monitoring and evaluations in consultation with the national office
  • Provide meaningful data summaries and
    visualization to demonstrate result to the NO and clusters on the
    contribution each of the program in regions is performing
  • Promote and facilitate processes for identifying,
    documenting and disseminating good DME practices in the region
  • Design and implement a system to identify,
    analyze, document and disseminate lessons learned.
Assessments and Evaluations:
  • Offer timely technical guidance in
    conducting assessments in line with established LEAP or donor related
    guidelines
  • Monitor and follow up on utilisation of
    evaluation recommendations.
  • Identify the need and draw up the ToRs for
    specific studies; Recruit, guide and supervise consultants to implement
    special surveys and studies required for evaluating programs effects and
    impacts.
  • Conduct meta evaluation of all completed
    program evaluations to establish key learning and recommendations to
    inform future evaluations
  • Quality assurance in DME work products
  • Track timely implementation and reporting
    of programs plans
  • Coordinate regular program review meetings
    to facilitate dialogue and learning on project/program Implementation
  • Support the regional team in reviewing
    management reports as well as other M&E reports to ensure validated
    M&E data and M&E compliance with recommended guidelines, formats
    and standards.
  • Compile graded summary reports and develop
    summary reports key findings and learning
Monitoring and Reporting:
  • Guide staff in preparing progress reports
    in accordance with approved reporting formats and ensure their timely
    submission. This includes monthly reports, quarterly progress reports,
    annual project reports, inception reports,
  • Track performance of programs in the
    regions against their DME Events Calendar and provide regular updates on
    progress
  • Foster participatory planning and
    monitoring by engaging cluster staff in the M&E of activities.
  • Oversee and execute M&E activities
    included in the Annual Work Plan, with particular focus on results and
    impacts as well as in lesson learning.
  • Prepare consolidation progress reports for
    project management including identification of problems, causes of
    potential bottlenecks in the project implementation, and providing
    specific recommendations.
  • Analyze program data and periodic reports
    from different technical projects into periodic management reports usable
    by Technical Project Managers, Senior management, Senior Leadership and
    other WV partnership offices.
  • Undertake regular visits to the field to
    support implementation of M&E and to identify where adaptations might
    be needed.
Qualifications, Skills and
Experience:
  • The applicant for the World Vision Programme
    Manager career vacancy should hold a Master’s degree in development
    studies, public health, demography, biostatistics, statistics, or a
    related field is required.
  • At least five years of work experience
    managing data intensive programs in designing, monitoring, and evaluation
    methodologies is highly desirable.
  • Previous experience with qualitative and
    quantitative M&E data collection and analysis methods, including
    tracking outcome indicators, is desirable.
  • Working knowledge of M&E issues with
    respect to service delivery and support related to nutrition, WASH, and/or
    capacity development is desirable.
  • Prior exposure and experience in designing
    M&E methodologies and tools, and the ability to coach and train others
    in their use is desirable.
  • Demonstrated experience in analyzing,
    interpreting, and reporting on M&E results so that lessons can be
    learned and incorporated into programming is desirable.
  • Good report writing, research, monitoring
    and evaluation skills
