About Empower a Child:
Empower a Child is a not-for-profit faith-based organization operating
in East Africa. Empower a Child is registered in United States of America as a
501(c) 3 not-for-profit organization. When it was started in 2006, Empower a
Child focus was on the humanitarian situation in Uganda and Kenya, in
particular, re-building communities, community structures, and empowering the
youth. Empower a Child developed an integrated approach to development through engagement
in four key sectors: education (including child sponsorship), health education,
vocational training and entrepreneurship, character and spiritual development.
In the year 2010, Empower a Child Uganda purchased land in Zirobwe,
Luwero District (approximately 1.5 hour drive north of Kampala, the Capital
City). This land is in the heart of a community that has struggled to re-build
from a guerilla war that took place over 30 years ago. Empower a Child, hopes
to work with the community to build a self-sustaining community development
program on this land. There have been marked developments so far. Since 2010,
Empower a Child has constructed a community church, medical clinic, established
a community school, started up an economic empowerment program that directly
reaches the women and has set up agricultural and animal husbandry projects to
diversify income avenues of the households. In 2017, Empower a Child is
re-locating to the Zirobwe to better assist the community development program
impact.
Job Summary: The Operations
Manager will be primarily responsible for overseeing and ensuring the
operations and functions of the Field Office to ensure programs run smoothly.
The incumbent will also be responsible for providing day-to-day management of
Empower a Child training Centre in Zirobwe ensuring the wellbeing and safety of
the Centre guests; ensuring the delivery of high quality, sustainable programs
at the Centre including development of new or enhancement of existing systems,
standards and processes; management and supervision of all Centre staff; and
leading the implementation of Empower a Child community initiatives.
Key Duties and
Responsibilities:  
  • Oversee all field institutions and
    programs in Zirobwe and ensure all policies are being upheld to the
    standards. Instruct and issue warning letters when staff is not following
    policies.  Monitor and track all
    aspects of staff leave (annual, sick, compassionate, etc)
  • Prepare and review the annual, quarterly,
    and monthly budgets with institution heads. Deputies the Country Director
    to periodically, audit requested items in budget to ensure institution
    heads are requesting cost-effect items.
  • Ensure all institutional heads and staff
    is recording reports. Reports from all Institutions and forward reviewed
    reports to the Country Director monthly.
  • Provide support supervision to all staff
    and volunteers; ensure all intuitional heads are delegating
    responsibilities appropriately.
  • Responsible for scheduling general staff
    meetings and attending all staff meetings where possible.
  • Review and approve monthly outreach
    schedules. Forward summer outreach schedule to office by country Director
    beginning of March every year.
  • Approve all outside car hires and ensure
    no other use outside organization work frame.
  • Actively contribute to the country
    strategic planning process and provide regular updates.
  • Build, maintain and strengthen productive
    relationships with all stakeholders, vendors, suppliers, etc.
Operations Team Management:
  • Develop the capacity of the team and assist
    with continued development of a career path for field staff.
  • Facilitate operations aspects of program
    planning, and upcoming operations resources needs, especially
    procurements.
  • Work closely with all Empower a Child
    staff to ensure smooth introduction and adoption of operational systems.
  • Work with finance to mitigate fraud,
    conflict of interest and legal ramifications of Empower Child activities.
  • Support international teams in
    understanding their roles and responsibilities in terms of interaction
    with operations.
Operations Management – Assets:
  • Ensure all new Empower a Child assets in
    the field office are in the asset register and ensure the appropriate
    coding and tags are placed on each item.
  • Ensures the paper database is updated
    monthly and provide an copy to supervisor; A copy is printed, signed and
    filed in the assets folder;
  • Guides colleagues on guidelines of Empower
    a Child asset and equipment use guidelines.
Operations Management – Procurement:
  • Has a full understanding of Empower a
    Child procurement policies and formats. Provide training to staff on these
    policies;
  • Enforce proper use of procurement ceilings
    and approval procedures.
  • Ensure that Empower a Child procurement
    activities are legal and moral.
  • Support Program and Operational personnel
    in regular procurement planning meetings.
  • Manage the gathering of quotations and
    bids from the market for PRs as per Empower a child standards and formats;
  • Regularly interact with contractors, in
    coordination with the Program.
Operations Management – Security:
  • Serve as security focal point for the
    field office, update and implement security policies appropriate for the
    local context
  • Ensure all national and international
    staff are well-informed of security policies and procedures, including
    emergency strategies and evacuation plans
  • Prepare and submit regular security
    reports to Supervisor on occurring incidents and any security
    issues/concerns
Operations Management – Reporting:
  • Write a weekly roundup report and a
    quarterly newsletter, on work done the training center. Forward the same
    to the Country Director
  • Regularly speak with staff, children, and
    MSTs to collate testimonies and information for newsletter work
  • Be our primary contact for all PR. Pursue
    spreading the vision and work of Empower a Child to the local population
    and MSTs through organizing regular vision orientation nights 
  • Print and distribute the monthly volunteer
    newsletter, ensure availability of translated summaries (Luganda) for
    distribution to local population
  • Document the summer, and other seasons
    through photographs and video and hand them over to the country Director.
     
Qualifications, Skills and
Experience: 
  • The ideal candidate for the Empower a
    Child Operations Manager career opportunity should hold a Bachelor’s
    Degree or equivalent in Business Administration, Public Administration, or
    related field.
  • A minimum of five years of relevant
    experience in managing staff and operational systems and establishing
    inter-relationships among international organization and national
    governments.
  • Previous exposure and experience in the
    usage of computers and office software packages, experience in the usage
    of computers and office software packages, and writing newsletters.
  • The applicant must be a mature Christian
    characterized by a strong Christian testimony, a heart for ministry, and
    knowledge of the Scriptures.
  • The applicants must have a personal
    relationship with Jesus Christ.
  • Be a consistent witness for Jesus Christ,
    maintains a courteous, Christ-like attitude in dealing with people within
    and outside of Empower a Child and faithfully upholds Empower a Child
    ministry in prayer.
  • Previous experience in performance based
    staff management.
  • Excellent interpersonal skills.
  • Previous experience in liaising with
    government officials and a variety of donors.
  • Experience in proposal and report writing
    with a proven ability to secure donor funding.
  • Budgetary control and financial management
    skills
  • The applicant must be familiar with and
    abide by the People in Aid code and Sphere Minimum Standards
  • Willingness to regularly travel to
    programme sites.
