Windle Trust Uganda is Non-profit organization whose primary mission is
to equip refugees and others affected by conflict in Africa to meet the
challenges of development through providing access to education, training, and
employment opportunities by advocacy and direct programme activity. Windle
Trust Uganda has been a leading provider of access to university education,
post-primary education, and vocational training for conflict-affected Africans
since 1996. WTU works in partnership with United Nations High Commissioner for
Refugees (UNHCR).
Job Summary: The Head of Programmes
will oversee the implementation of the Country Programme by supervising,
coaching and mentoring the staff of the programme department on programme tools
and approaches. The incumbent will be in charge of quality control in Windle
Trust Uganda programmes by strengthening PCM and M&E tools across all
sectors and fostering internal learning. As a key member of the SMT, the
Programme Manager will remain abreast of and conversant in Windle Trust Uganda
operational functions and liaise closely with the finance and logistics
departments.
Key Duties and
Responsibilities:  
Programme Design, Implementation and Development:
  • Provide
    project management support and guidance to the WTU programme to ensure the
    programme departments deliver their projects on time, within budget, to a
    high quality standard and in accordance with WTU and donor requirements.
  • The
    jobholder will organize planning meetings with the project teams to
    develop work-plans and corresponding budget plans with clearly stated
    milestones contributing to the achievement of target outputs defined in
    the project document.
  • Ensure
    systematic and effective implementation and monitoring of projects
    through development and implementation of a monitoring plan, regular field
    visits to projects locations, and implementing corrective measures to keep
    the project on the right track for achieving the planned results;
  • Work
    closely with the project managers, develop and review guidelines
    and approaches for beneficiary selection and train staff to ensure selection
    is undertaken according to the agreed targeting approach and criteria, in
    accordance with humanitarian principles, donor compliance, and the SOP of
    the Interagency Sector Working Group.
  • Under
    the lead of the Executive Director, contribute to the design of new
    projects and proposals, based on organizational learning, best practice,
    and identified needs/gaps.
  • Work
    in liaison with the ED, quarterly project reports; contribute to
    the elaboration of high quality interim and final reports for WTU donors
    ensuring they are in line with donor guidelines.
Programme Quality Assurance:
  • Take
    lead in the design, coordination and utilization of Windle Trust
    Uganda assessment, monitoring and evaluation tools.
  • Provide
    orientation, training, coaching and to field teams ensuring they adhere to
    standardized methodologies, formats and data integrity.
  • Oversee
    the analysis of information gathered through project M&E and
    ensure the integration of assessment results and learning into ongoing and
    future programme designs.
  • Manage
    the implementation and regular review of the WTU Feedback, Communication
    and Complaints (FCC) Strategy to ensure WTU is accountable to all
    stakeholders, particularly beneficiaries and local authorities
  • Ensure
    the beneficiary data is collected, collated, and stored in a manner which
    ensures beneficiary confidentially and adheres to Windle Trust Uganda Data
    Protection Agreements.
  • Ensure
    programme information and programme-related supporting documentation is
    collected and maintained in accordance with WTU donor requirements.
Organisational Learning:
  • Proactively
    seek, receive, synthesize and disseminate programme relevant information
    to the team of the programme department of WTU.
  • Prepare
    and submit regular reports on needs, gaps, and trends based on the data collected
    through WTU programs, and ensure this analysis is shared across WTU and
    feeds into new project designs.
  • The
    jobholder will ensure the learning and recommendations of WTU
    projects are appropriately recorded and fed back to the Programme Team.
Coordination & Representation: Represent WTU in national sector working groups and interagency
coordination meetings and provide feedback to the WTU SMT on decisions,
actions and trends which impact WTU planning and implementation.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Windle Trust Uganda Head of Programmes job
    opportunity must have at least four years’ experience in managing humanitarian programmes, out of
    which 2+ years in a senior management position;
  • Applied
    knowledge in PCM and participatory research methods;
  • Proven
    experience in development of M&E systems and tools;
  • Demonstrated
    leadership and management skills in a complex operating environment;
    ability to coach and support staff and cultivate team spirit;
  • Significant
    exposure and experience simultaneously managing multiple project
    budgets, including analysis, forecasting, and financial monitoring;
  • Excellent
    written and spoken English language skills with demonstrable experience
    producing high quality proposals and reports in English
  • Empathy
    with WTU’s vision, mission and values.
  • Readiness
    to extensive in country travel live modest accommodation.
