About USAID Project:
EngenderHealth seeks to implement an anticipated five-year USAID
project named, Expanding and Strengthening Family Planning Service Options in
Uganda.  The goal of the project is to
increase use of equitable, quality and sustainable family planning (FP)
services through increased FP service delivery options and demand for modern
contraception including long-acting reversible contraception (LARCs) and
permanent methods (PMs). Cross cutting themes include gender programing and
youth sexual reproductive health (SRH) services.
Job Summary: The Monitoring
and Evaluation Officer will support the project’s learning agenda encompassing
all project M&E activities including the development and implementation of
the Performance Monitoring Plan; monitoring, evaluation, and reporting on project
performance; coordinating M&E inputs by partner organizations; and the
synthesis and dissemination of evidence-based best practices for strengthening
and scaling up FP services.

Qualifications, Skills and
Experience: 
  • The applicants for the Monitoring and
    Evaluation Officer jobs must hold Master’s degrees or higher in public
    health, demography, sociology, biostatics or a related field
  • A minimum of five years’ experience in
    implementing monitoring & evaluation efforts for health programs in
    developing countries.
  • Knowledge of various methodologies for
    M&E along with experience with USAID project and performance
    management and results reporting is preferred. Computer literacy in
    statistical and database programs such as SPSS, Stata, EPI Info, and MS
    Access is desired;
  • Previous experience with geospatial
    analysis and GIS is an advantage.
  • S/he must have a demonstrated ability to
    work effectively in team settings and have the ability and willingness to
    travel.
