their daily pressing needs. The Vision of ARD is community where children and
families are able to live their full potential. Its mission is to Work with
children and families to partake their rights and promote social
transformation. In doing this, it focuses on issues of child health, child
rights and family livelihoods that affect families in rural and hard to reach
areas in Uganda.
Job Summary: The Monitoring
and Learning Officer is the lead program design specialist tasked to initiate
program development and performance improvement in relationship to three
aspects; program planning, preparation and monitoring. The incumbent will
provide technical day to day support learning, documenting and designing key
program interventions
Key Duties and Responsibilities:  
  • Enforce
    policies and systems for effective data management and monitoring.
  • Take
    lead in the documentation of community-best practices using models like
    LQAS, MSC and conventional reporting.
  • Supervise
    office and field based data officers.
  • Establish
    rules and procedures for data sharing with upper management,
    external stakeholders etc.
  • Support
    others in the daily use of data systems and ensure adherence to legal and
    company standards.
  • Offer
    technical support to field based teams in monitoring and reporting.
  • Perform
    any other duties as assigned by the MEAL Manager.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold
    a first degree in any of the
    following: Monitoring and evaluation, Economics, statistics or related
    fields.
  • At
    least five years of professional working in the same field
  • Excellent
    knowledge in monitoring and evaluation.
  • Previous
    experience in project management.
  • Good
    working knowledge of modern telecommunication systems, IT-know-how
    (MSOffice, Access or other database program).
  • Excellent
    written and oral communications skills in English.
