Key Duties and

Under the supervision of the Restoring Family Links (RFL) Delegate,
ensures the adequate delivery of tracing services to the refugee communities
and the Uganda population, in partnership with the Ugandan Red Cross Society

- In charge of monitoring the exchange of
Red Cross Messages between refugees and their families, as well as
detainees and their families; - Responsible for facilitating the
re-establishment and maintaining of family links through phone calls for
refugees; - Registering and following-up the
Unaccompanied Minors (UAM) in the refugee communities, and whenever
possible, organizing (and participating to) family reunifications of
Unaccompanied Minors with their families cross-border family
reunifications or inter-camp family reunifications; - Providing constant support and coaching to
the volunteers and staff members of the Uganda Red Cross Society, and
maintaining a good working relationship with the Ugandan Red Cross
Society’s field staff; - Ensuring the strict application of tracing
guidelines and criteria regarding all tracing services. - Following closely and keeping direct
supervisor informed about activities and initiatives undertaken by other
organisations in relation to tracing /RFL (i.e. Unaccompanied minors,
refugee populations, ex-abductees, other protection issues)

- Translate messages and reports and
interpret during meetings with visitors, where knowledgeable of language - Significantly contribute to the analysis
of the Restoring Family Links (RFL) / Maintaining Family Links (MFL)
activities in the field and propose adaptations to strategies and
activities in line with the needs/evolutions observed in the field - Receive visitors with tracing/RFL needs
- Refer refugees (or other visitors if
relevant) to UN agencies and NGOs in order to ensure a holistic response
to their needs - Actively participate in the monthly
meetings with the URCS (when not in the field) - Contribute to the Biweekly Operational
Update and other institutional reporting if requested (such as fact sheets
and other reports). - Significantly contribute to the
preparation of the cross-border and inter-camp family reunions - Consult institutional Databases and
compile relevant lists when necessary (before visiting particular
settlements) - Actively participate in the internal Protection
meetings - Contribute to the implementation of the
Family Visit Program
Representing the ICRC:
- Participate in inter-agency (UNHCR and its
implementing partners) coordination meetings in the field. - Maintain contacts with essential
stakeholders (i.e. Office of the Prime Minister, communities in refugee
settlements or urban areas, URCS, humanitarian actors, refugee
settlements’ commanders, local and regional authorities) - Able to represent ICRC and build networks
with Government and other humanitarian actors at the relevant level of
hierarchy modalities and activities to stakeholders and third parties
during field trips
Qualifications, Skills and
Experience:
Experience:
- The applicant should preferably hold a
Bachelor’s / University degree in a related field - At least three years work experience in a
similar field - Good computer skills
- Excellent knowledge of English, both
written and spoken. - Excellent planning, organizational and
analytical skills - Flexibility and willingness to travel at
short notices spend at least 70% of the time in the field and to travel on
short notices and spend prolonged periods out of duty station - Sense of responsibility and ability to
take initiative and work independently - Excellent communication and interpersonal
skills - Able to build networks and represent the
ICRC with Government and other humanitarian actors - Excellent reporting skills
- Good knowledge of geographical area of
assignment. - Knowledge of Madi, Luo, Aringa, Lotuko,
Arabic, would be an important asset.
