development and Protection programs in the region for a period of more than 20
years.
About UNHCR Project:
HIJRA with funding from the UNHCR in Uganda is implementing a
multi-sectoral Program for refugees in Oruchinga settlement (Isingiro
district), Nakivale settlement (Isingiro district) and Nyakabande Transit
Center (Kisoro district).
Job Summary:  The Monitoring and Evaluation Officer will be
responsible for ensuring that the M&E Framework of the project is adhered
to. The incumbent will support quality and effective program design by ensuring
that project implementation incorporates key monitoring information and
learning. The jobholder will drive learning, innovation and program
accountability and will work together with the M&E Manager to ensure
quality and timely reporting in line with the grant document. The focus of the
role will be on data collection, analysis, documentation, effective reporting and
knowledge management in line with the donor requirements.
Key Duties and
Responsibilities:  
·        
Provide support at the design stage of
programs/projects for setting up theories of change/logical frameworks with
defined indicators to facilitate the monitoring and evaluation at the later
stages.
·        
Offer support in the development of project
proposals, particularly performance monitoring plans and M&E sections.
·        
Provide evaluation feedback into
policy/project/program design, including comments on various documents and
regularly monitor project risks. Implement quality assurance and monitoring
systems to enable innovative ways of conducting monitoring that meet the
requirements of the context (where needed remote/third party monitoring) and
facilitates evaluation.

Establish a mechanism for data collection tools
(quantitative and qualitative) and reporting to ensure all monitoring
requirements are met, including field monitoring.
·        
Provide support to the Program team and partners
on ways to improve M&E related components and activities.
·        
Follow-up on implementation of evaluation
recommendations; ensuring the optimal use of evaluations by providing guidance
in preparation of timely management response to all mandatory evaluations and
by developing a communication plan.
·        
Organize, design, plan and carry out the
collection, evaluation, analysis, compilation and dissemination of statistical
data.
·        
Assess indicators and systems to measure results
and impact of CARE activities and processes to produce evidence-based reports.
·        
Regularly monitor the implementation of previous
audit recommendations and assist managers in developing follow-up system to
provide assurance that all audit recommendations are complied with.

Develop and ensure effective implementation of a
Knowledge Management and Learning Strategy for the CO.
·        
Organize and conduct of results-oriented
monitoring and evaluation trainings (including quantitative and qualitative
data collection methods) in the Country Office and for partners where relevant.
·        
Develop, conduct and support a functioning CO
M&E theme group, to ensure common understanding and coherent implementation
of the M&E system and to improve or develop performance indicators, set
baselines and targets at output and outcome level.
Qualifications, Skills and Experience: 
·        
The ideal candidate for the HIJRA Monitoring and
Evaluation Officer job opportunity should hold a Bachelor’s Degree in
Economics/Statistics, Rural Development/Development studies, social science, M
& E or related field
·        
At least five years’ experience in programmatic
monitoring and evaluation.
·        
Broad knowledge and understanding of project
monitoring and evaluation
·        
Understanding of the current M&E trends and
especially M&E systems in humanitarian organizations
·        
Ability to handle multiple tasks simultaneously
and set priorities.
·        
Willingness to learn and develop new skills;
self-driven with a high sense of quality and ability to meet tight deadlines.
·        
Strong data management and analysis skills
including familiarity with Excel, MS Access, Epi –info, Stata and SPSS.
Experience maintaining computerized databases a plus.
·        
Excellent communication and interpersonal skills
·        
Ability to produce accurate and customized
reports to donors while meeting deadlines
·        
Proven technical skills in data management,
M&E and assessment with experience related to monitoring and evaluation of
projects with a humanitarian emergency response focus is required.
·        
Previous experience in one or more of the
following technical areas: protection services delivery; community service
& development, livelihoods, or capacity building.
·        
Broad knowledge and understanding of
institutional donor rules and regulations for Quality and M&E.
·        
Ability to work with minimum supervision
·        
Ability to be productive and creative
·        
High standards of ethics and integrity
