Job Summary: The Education
Officer will primarily focus on implementing the programme supported by Irish
Aid in the Karamoja region, and will aim to contribute to improving the quality
of education in Karamoja through creating a more conducive learning environment
for children in schools; and working with communities to raise awareness about
the importance of education and increasing their capacity to address negative
social norms in education.

Key Duties and
Responsibilities:
Responsibilities:
Support to program development and planning
- Significantly contribute to the
development/establishment of sectoral program goals, objectives and
strategies and results-based planning through research, collection,
analysis and reporting of education and other related information for
development planning and priority and goal setting. - Provide support to the Quality Education
enhancement programmes in Karamoja, through supporting interventions that
will ensure improved enrolment, completion, transition and learning outcomes
for primary and secondary school children. - Participate in the design, preparation,
implementation, monitoring, evaluation and documentation of gender
sensitive child-friendly education plans and interventions to address gaps
in education service delivery in the Karamoja region within the context of
UNICEF’s priorities. - Contribute to the development and or
introduction of new approaches, methods and practices in education service
delivery.
Program management, monitoring and delivery of results:
- Periodically collect, compile and analyze
data and information on the situation of children especially as it relates
to their access to education services in the district. - Actively participate in monitoring and
evaluation exercises, program reviews and annual reviews with government
and other counterparts to assess programs/projects and to report on
required action/interventions at the higher level of program management. - Assist in monitoring funds utilization and
accountability at district and community level for program consolidation
in Karamoja. - Draft regular/mandated sectoral
program/project reports for management, donors and partners to keep them
informed of program progress.
Technical and operational support to program implementation:
- Carry out regular program field visits and
surveys and/or exchange information with partners/stakeholders to assess
progress and provide technical support, take appropriate action to resolve
issues and/or refer to relevant officials for resolution. Report on
critical issues, bottlenecks and potential problems for timely action to
achieve results. - Collaborate with and provide technical
support to the district education office to build district capacity as
well as to leverage political and financial commitment to UNICEF’s priorities
for children with a particular focus on leveraging education investments
to re-establish access to education in areas of return. - Offer technical and operational support to
government counterparts, NGO partners, UN system partners and other
country office partners/donors on the application and understanding of
UNICEF policies, strategies, processes and best practices on education and
related issues to support program implementation, operations and delivery
of results. - Identify training needs, plans and organize
training workshops with the purpose of capacity building, program
sustainability, promotion and advocacy. - Support management of program supplies at
district, schools and community level and be able to identify bottlenecks
and solutions that will ensure proper supply management of inputs provided
through UNICEF.
Networking and Partnership Building:
- Build and sustain effective close working
partnerships with government counterparts and district stakeholders
through active sharing of information and knowledge to facilitate program
implementation and build capacity of stakeholders to achieve and sustain
results on education programs. - Actively participate in the design and
implement community mobilization initiatives to ensure high level
community commitment to children’s education resulting in increased
enrolment and retention of children at all levels of primary &
secondary education.
Innovation, knowledge management and capacity building:
- Significantly contribute to identifying,
capturing, synthesizing and sharing lessons learned for knowledge
development and capacity development of stakeholders. - Apply innovative approaches and promote
good practice to support the implementation and delivery of concrete and
sustainable program results. - Participate as resource person in capacity
building initiatives to enhance the competencies of clients/stakeholders.
Qualifications, Skills and
Experience:
Experience:
- The applicant for the United Nations
UNICEF Education Officer job placement should a University Degree in
education, or related field is required. - A minimum of two years of professional
work experience at national level in regular or emergency education
programme management, reviews, monitoring and evaluation. - Broad knowledge of latest developments in
education and gender responsive analysis and/or programming. - Capacity to make a comprehensive
assessment of the design, quality, impact, sustainability and follow up
implications of education policies and interventions. - Fluency in English is required.
