and implementing partners. The UHSC Program is implemented by Management
Sciences for Health in collaboration with five sub-partners one being Euro
Health Group, Denmark, who is filling this Principal Technical Adviser, MIS
position. USAID / Uganda Health Supply Chain Program support the Ministry of
Health to ensure that the population of Uganda has access to adequate
quantities of good quality essential medicines and health supplies (EMHS) by
strengthening the national essential medicines and health commodities supply
system and management of EMHS at all levels.
Technical Advisor, MIS will be responsible for overseeing and assisting the
Ministry of Health in the implementation of the MIS systems, data use and
reporting. He/she meets with donors and implementing partners to coordinate and
ensure a smooth rollout and functioning of the systems. He/she also ensures
that proper sustainability plans are developed and implemented for MoH to take
over the systems in an appropriate manner and on time. The incumbent works
closely with the PIP team, the RxSolution team, the system administrator and
the M&E team. Further he/she is part of the program management team and
will develop workplans with specific targets and will follow up on a regular
basis to ensure smooth implementation of program activities. The Principal
Technical Adviser MIS will manage and mentor the IT team, ensure good
coordination and collaboration within the team and with partners and key
stakeholders to ensure that the set targets are met. He/she designs electronic
data collection tools for various parts of the program when needed and assist
in addressing and identifying IT solutions to facilitate the overall UHSC
targets. The role demands that he/she is a creative thinker and a problem
solver with good team building, coordination, communication, management and
leadership skills.
Responsibilities:
- In charge of the coordination and
management of the MIS team - Responsible for development and implementation
of the overall PMIS workplan - Prepares reports in the SharePoint systems
based on user requirements - In charge of the implementation of
RxSolution including training, data use and reporting - Implementation of PIP including training,
data use, and reporting - Supports the NDA team in data management
related to inspections, certifications and reporting - Develops and implements transition plans
for PIP and RxSolution to ensure they are transitioned to the Ministry of
Health, including full system documentation - Supports general system administration
- Contributes to layout and publishing of
final documents and books - Performs any other duties as assigned
Experience:
- The ideal candidate for the Management
Sciences for Health Senior Technical Advisor, MIS job placement should
preferably hold a Master’s Degree in Health Sciences and/or Information
Technology/Computer Science or a related field. - A minimum of ten (10) years of experience
working with IT and software in the health sector in particular scaleup of
systems. - At least six (6) years’ experience with
design of electronic data collection and reporting systems using either
InfoPath, ODK or LiveCycle Designer for data collection and SSRS Report
Builder/Crystal Reports or comparable technologies for reporting purposes. - Previous experience with ERP systems both
at central and health facility level. - Prior exposure and experience in managing
a team of experienced software developers and health professionals. - Knowledge of the Ugandan health sector
with a strong focus on logistics management, appropriate medicines use and
HMIS - Previous experience with DHIS2, OpenMRS,
GitHub and Single Board Computers (SBCs) is preferred. - Experience with customization of Android
based devices is preferred. - Experience in development of SOPs for IT
systems. - Previous exposure and experience in
development of training material and conducting class room trainings. - Experience working with a wide range of
hardware from office computers and phones to desktop servers and rack
servers. - Excellent analytical, problem solving,
collaboration and technical skills. - Experience working with the USAID.
- Ability to work under minimal supervision.
