Job Summary: The
Senior Design Monitoring and Evaluation Officer will support the Educate a
Child for The Out of School Children (EAAF & KOICA) by tasking charge of all
monitoring, evaluation and reporting activities under the award. The incumbent will
lead the development of and manage the Performance Monitoring Plan (PMP). The
Senior DM&E will also develop and maintain systems to collect and analyze
information on outputs, outcomes and impact of the program. She/he will work
with the Team to build capacity on the use of data and indicators; analyze
monthly data, and support training in quality assurance methods. Finally, the
M&ES will lead the process of recruiting an external evaluation team to
conduct rigorous baseline and final evaluations for the project that access
impact and drive programmatic learning.
Key Duties and Responsibilities:  
·        
Formulate
the overall framework for project M&E in accordance to the project and
document M&E plan;
·        
Identify
the core information needs of central project management, partners, government
stakeholders and the donor;
·        
Actively
contribute to the development of the annual work plan, ensuring alignment with
project strategy, agreement on annual targets and inclusion of M&E
activates in the work plan;
·        
Manage
and execute M&E activities included in the Annual Work Plan, with
particular focus on results and impacts as well as in lesson learning;
·        
Based
on the annual work plan and in particular the programs budgets, design the
framework for the physical and process monitoring of project activities;
·        
Offer
support in the development of project reports. Guide staff and executing
partners in preparing their progress reports in accordance with approved
reporting formats and ensure their timely submission including quarterly
progress reports, annual project reports, inception reports, and ad-hoc
technical reports;
·        
Prepare
consolidation progress reports for project management including identification
of problems, causes of potential bottlenecks in the project implementation, and
providing specific recommendations;
·        
Carry
out regular visits to the field to support implementation of M&E and to
identify where adaptations might be needed;
·        
Regularly
monitor the follow up of evaluation recommendations;
·        
Organize
(and provide) refresher training in M&E for project and implementing
partner staff, local organizations and primary stakeholders with view of
developing local M&E capacity;
·        
Design
and implement a system to identify, analyze, document and disseminate lessons
learned;
·        
Consolidate
a culture of lessons learning involving all project staff and allocate specific
responsibilities;
·        
Facilitate
exchange of experiences by supporting and coordinating participation in
government, donor, and project coordination and technical forums.
Qualifications, Skills and
Experience: 
·        
The applicant for the World Vision Senior Design Monitoring and Evaluation
Officer career opportunity should hold a Master’s degree in public health, demography, biostatistics,
statistics, or a related field is required;
·        
At
least five years’ experience managing data intensive programs in designing,
monitoring, and evaluation methodologies is highly desirable;
·        
Previous
exposure and experience with qualitative and quantitative M&E data
collection and analysis methods, including tracking outcome indicators, is
desirable;
·        
Broad
knowledge of M&E issues with respect to service delivery and support
related to Education management and capacity development is desirable;
·        
Previous
exposure and experience in designing M&E methodologies and tools, and the
ability to coach and train others in their use is desirable;
·        
Significant
experience in analyzing, interpreting, and reporting on M&E results so that
lessons can be learned and incorporated into programming is desirable;
·        
Demonstrated
knowledge of web based M&E system is desirable.
