Reproductive Maternal and Child Health Services Improvement Project
Coordinator and Commissioner Planning
Republic of Uganda has received financing from the International Development
Association (IDA) towards the implementation of the Uganda Reproductive
Maternal and Child Health Services Improvement Project herein after referred to
as the “Project.” The objectives of the Project are to: (i) to improve
utilization of essential health services with a focus on reproductive, maternal,
newborn, child and adolescent health services in target districts; and (ii)
Scale up birth and death registration (BDR) services.

Results-Based
Financing for Primary Health Care Services
Strengthen
Health Systems to Deliver RMNCAH Services
Strengthen
Capacity to Scale-up Delivery of Births and Deaths Registration Services
implemented through the existing institutional arrangements of Government
whereby the respective departments of the Ministry are responsible for
implementation of the respective components.
Results-Based Financing Specialist will provide support to the Ministry of
Health in implementing RBF activities at primary health facilities as outlined
under component one of the project.
Support
the roll-out and institutionalization of RBF nationally and sub-nationally.
This shall include facilitating the assessment and enrollment of the health
facilities on the RBF programme based on the national quality of care
assessment guidelines, and preparation of business cases for each health
facility;
The
incumbent will schedule and coordinate the training of trainers, regional teams
and Expanded District Health Management Teams (EDHMTs) on the RBF scheme using
the RBF curriculum for Uganda; He/she will also be required to prepare an
annual training plan for RBF services;
Enhance
the capacity of EDHMTs in the implementation of RBF services through supportive
supervision and technical support to health facilities implementing RBF
programs including maintenance of quality of care, record keeping, fiduciary
arrangements and customer care;
Ensure
timely preparation of invoices by health facilities, their review and
consolidation by EDHMTs, and prompt internal audit and payment;
Send
timely feedback to health facilities and the EDHMT explaining reasons for
variances and areas that require improvement;
The
jobholder will manage the verification of results by the regional RBF teams
based at the Ministry of Health including arranging for the logistics required,
task breakdown and allocation of responsibilities and consolidating the field
visit reports on quantity and quality of outputs; including receiving and
reviewing the external verification report;
Assist
the Monitoring and Evaluation Specialist in organizing external verification of
RBF quantity and quality data as provided through the internal verification
process;
Prepare
and submit regular progress on the implementation of the RBF to Government and
key stakeholders on a routine and/or spontaneous manner and support preparation
of quarterly progress report. This shall include the provision of secretarial
services to the RBF Task Force by issuing invitations for meetings, taking
minutes, and preparing updates to the Health Sector Budget Working Group,
Maternal and Child Health Technical Working Group, and other structures within
and outside the Ministry of Health;
Develop
and maintain a comprehensive database of the total amount of project funds
under the RBF component; number of participating health facilities and
catchment populations; quantity and quality indicators and pricing; funds
utilization per indicator and by health facility and district; and a financial
forecast of outstanding balances;
Develop
and maintain a database of other financing sources and level of funding in the
RBF implementing districts and health facilities;
Work
closely with all agencies implementing or supporting the implementation of RBF
in the health sector in Uganda including Voucher Programmes.
He/she
will also receive reports from different implementing entities and prepare a
consolidated progress report reflecting the situation in Uganda as a whole; and
document and disseminate this information, including best practices and
challenges;
Stay
abreast with global experiences in RBF and appropriately advise MoH and
stakeholders on best practices for effective national and sub-national roll out
of RBF approaches; and
Perform
any other duties as may be assigned to him/her by the Project Coordinator and
the Commissioner Planning.

The
applicants must be Ugandan Nationals with a basic University degree in
Economics, Business, Social Sciences, Statistics and Human Medicine or a
related discipline from a recognized university. A Masters Degree in Planning,
Finance, Economics, Information Systems and Public Health from a recognized
university will be an added advantage.
A
minimum of five years’ experience in implementation of RBF approaches
Previous
exposure and experience in implementation of projects supported by World Bank
or related bi-lateral and multilateral agencies will be an added advantage.
Previous
experience working with the public sector will be an added advantage.
Experience
in monitoring and evaluation of projects related reproductive maternal, child
and adolescent health services will be an added advantage.
