About Peace Corps:
The U.S. Peace Corps is an international autonomous agency of the US
Government with operations in over 65 countries. It operates in Uganda by the
invitation of the Government of Uganda. Peace Corps Uganda has a memorandum of
understanding with government ministries that outline broad areas of agreement
of cooperation regarding the work of Peace Corps Volunteers in Uganda. Volunteers
are assigned to government and non-government agencies and organizations,
community based organizations, universities, colleges and schools who partner
to enable Volunteers to provide capacity building in Literacy Education,
Health, Agriculture, Medical and Nursing Education; also aims to build cultural
understanding between Americans and Ugandans.
Job Summary: The Programming
and Partnerships Coordinator will provide programmatic knowledge management and
media support, PCV programming and outreach support, and partnership
coordination for all PCVs in the field. Through the promotion of best practices,
partnership development and maintenance, and sharing of useful cross sector
programming opportunities, the PPC will enable more PCVs to engage in
significantly more meaningful work opportunities during their tenure in their
host communities. The PPC will work hand-in-hand with Programming and Training
staff to identify PCVs in need of additional programmatic guidance and support
and will reach out to those PCVs to encourage them to engage in projects with a
proven track record for success and connect them to partner learning materials
and collaboration opportunities. Programmatic support for PCVs and partnership
coordination require the incumbent to be among the most active staff members in
reaching out to PCVs and building relationships based on trust, efficiency and
productivity. The PPC will serve as the cross-sector institutional memory for
Peace Corps Uganda and will be expected to collaborate with PCVs to produce
materials that promote the sharing of programmatic success stories, best
practices and lessons learned which can then be replicated by future
generations of PCVs and shared back with key partners.
Key Duties and
Responsibilities:   
Knowledge Management and Media: 35%
  • Create effective programmatic communities
    of practice with key program managers, PCVLs and OPATS and OGHH/PEPFAR
    staff outside of Uganda that can assist in the broadcasting of PCV
    project-level success stories, lessons learned documents and best
    practices that can be replicable by PCVs in Uganda.
  • Work closely with the DPT, PMs and
    Champions to keep abreast on the activities being conducted in Uganda at
    the host community level.
  • Utilize social media platforms, video,
    audio and to promote best practices amongst the current PCV Uganda
    community and strategic partners such as PEPFAR, Grassroot Soccer, and
    STOMP Malaria.
  • Use desktop publishing software to develop
    high quality, professional, useful Site Announcement sheets for each new
    and replacement site developed at Peace Corps Uganda in all sectors.
  • Coordinate the community data gathering
    efforts by current PCVs who are going to be replaced so that the
    information can be fed into the Site Announcement sheets and other
    knowledge sharing platforms.
  • The incumbent will utilize mapping
    software to ensure that all site locator forms are accurate and up-to-date
    for both programmatic and security purposes.
  • Work closely with programmatic committees
    to ensure that best practices are being promoted to the general PCV
    audience through knowledge management and media platforms.
Volunteer Program & Outreach Support: 30%
  • Work in liaison with the DPT, PMs and
    Champions to identify PCVs in need of programmatic guidance and support,
    with a particular focus on integrating HIV/AIDS, Youth Development, and
    Gender.
  • Troubleshoot collaborative opportunities
    between PCVs and partners to ensure that expectations of all sides of the
    arrangement (PCV, partner, PC Uganda, GOU) are being met.
  • Use VIDA to track all relevant discussions
    with PCVs so that P&T staff members can be kept abreast of the PCV’s
    activities.
  • Liaise with PCVs to identify potential
    partners in the field with whom we have overlapping goals and objectives,
    particularly in the areas of HIV/AIDS, Youth, and Gender.
  • Manage Volunteer Exchange sector specific
    and cross-sector program requests on behalf of the P&T staff to ensure
    that the exchanges are meaningful training and collaborative
    opportunities.
  • Initiate dialogue with PCVs to go into
    detail about their programmatic challenges at site, troubleshooting
    solutions with them on ways to navigate the challenges.
Partnership Coordination: 25%
  • Working under the direction of the Country
    Director (CD) and the DPT, serve as the lead coordinator on the
    development of meaningful work partnerships (in all sectors) between Peace
    Corps and international (and local) development partners.
  • Coordinate with program staff on the
    promotion and stewardship of key partnerships at PC Uganda such as PEPFAR,
    Grassroots Soccer and STOMP Malaria
  • Work closely with PCVs in the field in
    order to cultivate and scale up their own partnership development efforts,
    broadening the impact of these collaborations to a larger proportion of
    Volunteers as a result.
  • Promote Peace Corps Uganda as a valuable
    resource for international development partners looking for grass-roots
    level information and support for their projects.
  • Support the DPT in developing an outreach
    campaign to relevant partners with whom we have overlapping goals and
    objectives.
  • Actively participate in exploratory
    meetings with current and potential partners, representing the
    collaboration from the PCVs perspective in the field.
  • Manage the contact information of all
    active and potential partners of PC Uganda.
  • Develop a district-level electronic map
    that identifies potential and actual partners’ zones of implementation to
    serve as a means of providing more collaborative opportunities for our
    PCVs in the field.
  • Create an RPCV database for COS conference
    participation and other events needing RPCV support.
  • Work with PCVs in the field to encourage
    them to experiment on collaborative opportunities with other development
    organizations sharing a geographic implementation zone with our PCVs.
Training and Miscellaneous: 10%
  • Participate in occasional IST events as a
    means of providing useful programmatic information on success stories,
    lessons learned and best practices that can be scaled up through the
    replication of efforts of other PCVs.
  • Promote collaboration and partnership
    opportunities amongst the PCV population at training events, providing
    sufficient detail so that PCVs can buy into the mission and assume
    ownership for the collaborative opportunities to make it their own.
  • Respond timely to additional assignments
    from the DPT and CD.
Qualifications, Skills and
Experience:
  • The ideal candidate for the Unites States
    Peace Corps Programming and Partnerships Coordinator career opportunity
    must hold a bachelor’s degree in a relevant field.
  • A minimum of two years’ experience in
    developing programmatic partnerships, Volunteer support and management,
    use of media and knowledge management systems to support programs is
    desired.
  • Excellent computer skills including word
    processing and spreadsheet programs;
  • Ability to work independently with little
    supervision; good organization and time management skills; willingness to
    take the initiative; excellent teamwork skills, strong service attitude;
    personal integrity; strong cross-cultural skills; strong interpersonal
    skills, strong interest in Uganda’s development.
  • Ability and willingness to travel
    extensively.
  • Ability to work on a regular Monday
    through Friday schedule with evening and weekend hours when necessary.
  • Ability to travel throughout Uganda as
    needed for implementation of the program and in line with the job.
  • Excellent command of English, both spoken
    and written; native ability in spoken and written of at least one Ugandan
    language.
  • Must be legally able to work in Uganda.
  • Languages: Excellent written
    and verbal communication skills in English.
