Saint Paul’s Cathedral Namirembe, commonly referred to as Namirembe
Cathedral, is the oldest cathedral in Uganda. It serves as the Provincial
Cathedral of the Church of Uganda and the diocesan cathedral for Namirembe
Diocese, the first diocese to be founded in the Church of Uganda province, in
1890. Between 1919 and 1967, the Cathedral served as the provincial cathedral
of the Church of Uganda, Anglican Communion. In the 1960s, the headquarters of
the Church of Uganda moved to All Saints Church in Nakasero then moved back to
Namirembe later.
Job Summary: The Procurement
Assistant will coordinate and manage all initiatives and activities related to
the procurement functions of the Cathedral.
Key Duties and
Responsibilities:   
  • Develop long/short term purchasing
    strategies and policies for review by Management
  • The jobholder will manage the procurement
    of all goods and services of the Cathedral
  • Raise Purchase Orders for suppliers in
    accordance with the Cathedral regulations
  • Ensure the Cathedral receives products and
    services of high quality at a competitive price
  • Prepare annual procurement plan for the
    Cathedral and ensure its implementation.
  • Prepare monthly and annual procurement
    reports as provided for in the Cathedral’s financial and procurement
    policy.
  • Work closely with user departments in the
    development and management of contracts
  • Coordinate the process of prequalification
    of suppliers
  • Organize the Procurement Committee meeting
    in collaboration with the Chairperson of the Committee and serve as the
    Secretary of the Committee.
  • Ensure the Cathedral gets the value for
    money in the goods and services rendered by various Cathedral suppliers.
  • Prepare tender documents and coordinate
    tendering process in accordance with Cathedral Procurement procedures.
  • Ensure all suppliers are informed on the
    outcome of the tender process.
  • Ensure confidentiality of all information
    obtained during the course of work
  • Accord a prompt and courteous reception to
    all internal and external clients who need information related to
    procurement.
  • Set up a filing systems for all
    procurement documents
  • Keenly review the Cathedral’s Procurement
    Manual periodically and recommend for revision where necessary
  • Be in-charge of the Cathedral’s stores
  • Perform any other related duties as may be
    assigned by the Dean.
Qualifications, Skills and Experience:
 
  • The ideal candidate should preferably hold
    a Bachelor’s degree preferably in procurement, supply chain management or
    any other business related specialty.
  • A minimum of three years’ experience in
    procurement
  • Certification in Procurement is added
    advantage
  • Procurement experience in a regional or
    international non-government organization is an added advantage
  • A practicing Christian of the Church of
    Uganda faith
  • Broad knowledge and understanding of public
    procurement principles, strategies and processes;
  • Ability to multitask,
  • Excellent interpersonal skills,
  • Ability to write policies and procedures
  • Strong negotiation skills
  • Sound knowledge of procurement procedures
    and systems
  • Ability to work well and with minimum
    supervision under pressure within set timeframes
  • Ability to work well in a team and
    independently.
  • High degree of integrity;
  • Good report writing and presentation
    skills;
  • Practical knowledge of financial and
    procurement management systems
