Movement. The ICRC is an International humanitarian institution which has a
mandate to protect victims of international and armed conflicts i.e. the
wounded, refugees, civilians, prisoners and other non-combatants.
Response will be responsible to energise, develop and manage emergency
preparedness and response programmes while ensuring high quality
implementation, building and maintaining sound relationships with key
stakeholders and Red Cross Action Teams. The incumbent works with partners and
Uganda Red Cross branches to ensure emergency preparedness and response is
coordinated effectively in line with Uganda Red Cross 2017-2020 strategy and
humanitarian policies.
Responsibilities:
- Take responsibility for the development,
management, and coordination of Uganda Red Cross preparedness and response - Be responsible for day to day management
of the emergency preparedness and response programme, the rolling plan,
budget management, liaison with all partners including, proposal development,
project reporting, monitoring, advocacy, research and policy work and,
representing Uganda Red Cross at approved platforms; - Be responsible for supporting the capacity
development of Uganda Red Cross, local and national partners to respond to
emerging and re-emerging humanitarian crises; - Work with relevant departments, programmes
and partners to develop Emergency Response and Preparedness skills for Red
Cross Action Teams in priority branches, IDP/Refugee Camps; - Design an appropriate Red Cross Action
Team Quality Standards, Scale down to Red Cross Action Teams the best
practices in evidence, documentation and innovation initiatives of the
department including the U-Report, and Communication for Development
(C4D). Initiate and support the department in financing mechanisms from
proposal development, mapping out donors and key linkages locally,
nationally and internationally; - Manage teams or lead projects
supportively, involving others in discussing how to take work forward,
helping staff and volunteers feel part of the team and treating everyone
equally; - Influence others to develop shared
understanding and work cooperatively and collaboratively towards common
goals where there are different personal or organisational agendas; - Develop and maintain new relationships
with individuals and organisations, academic institutions to further
Uganda Red Cross aims; - Recognise and value differences in people;
be ready to challenge assumptions, beliefs or attitudes in self or others; - Manage expectations and adhere to what’s
agreed, by doing what you say you’re going to do; - Reflect the needs of different
humanitarian audiences, adapting style, media, timing and pace to
communicate effectively with field staff and volunteers; - Accept accountability for the effective use
of Uganda Red Cross resources; - Manage resources and workloads to ensure
your own programme and others’ goals are achieved.
Experience:
- The ideal candidate should preferably hold
a Bachelor’s Degree in Social Sciences, SWASA or Health Emergencies. - Post Graduate Degree in Public Health,
Humanitarian Emergencies or Disaster Management - Training in emergencies and Relief
operations/ Disaster Risk Reduction, as well as Participatory approaches
and methodologies is essential - A minimum of five years’ experience in
results Oriented, knowledge and experience of managing emergency
preparedness, relief, rehabilitation and recovery programmes. - Proved experience in the management of
multi-donor funded projects in access of at least 1 million USD - Previous exposure and experience in
setting up and managing multicultural teams in relief and development. - Experience of advocacy on development and
humanitarian issues - Knowledge of global development issues,
including policy and advocacy topics, community resilience and familiarity
with emergency problems relevant humanitarian effectiveness. - Knowledge of the political, social and
economic context of Uganda and the development issues and challenges it
faces. - Broad knowledge and experience of capacity
building tools and techniques. - Knowledge of Sphere and Red Cross Code of
Conduct, awareness of CHS. - Knowledge of protection, gender and the
livelihoods approaches in relief and recovery. - An adaptable attitude, decisiveness, and
the capacity to make sound decisions with incomplete information. - Previous experience of strategic planning
and budget management in emergency contexts. - Experience of public speaking and/or
working with the media.
