youth who encounter a distinct set of circumstances, which places them amongst
the vulnerable and marginalized members of their community through its Women
and Youth Financial Inclusion Program (WAYFIP). WAYFIP goal “women and youth
have diversified and sustainable livelihoods as a result of equitable financial
inclusion and economic opportunities” is to be achieved through engaging with
markets, promotion of marketable skills and access to and utilization of
financial services. CARE believes financial inclusion of women and youth will
catalyses new and diversified businesses in local market and reduce poverty and
vulnerability in their household. The program is largely based on CARE’s
existing VSLA programming where the technical methodology contributes to the
strategic approach of NUWEP and WENG but also includes stand alone programme
interventions which fall within the global signature program of CARE
International (Access Africa) which is designed to provide financial services,
income generation and livelihood opportunities for women. There are three
initiatives under WAYFIP and one of them is promotion Digital financial sub
wallets among women organized in existing mature Village Savings and Loans
Associations (VSLA). This Program Initiative of WAYFIP and is funded by Bill
and Melinda Gates Foundation and implemented through locally based
implementation partners organizations in the districts of Bushenyi and Rubirizi
over the period four years from 1st Jan 2016 to 31st December 2019. These are
two of the former Save Up project districts which were funded by the same donor
to form VSLAs and equip members with entrepreneurial skills.
Manager is responsible for provision of
technical leadership as related to key elements of the program Theory of
Change/Domains of Change two that focuses on “Women & youth meaningfully
engage in decision-making processes at household & community on issues
pertaining to their livelihoods & well-being” whilst also specifically
managing and supervising overall implementation of the Women Sub wallet project
mentioned above. The assigned management PCI management function reflects a
core focus of that initiative in the area for which this position is the WAYFIP
component specialist and offers the opportunity to particularly test approaches
and innovations in the component technical area for broader application within
WAYFIP and amongst other CARE Uganda programs. S/he will ensure effective,
gender-sensitive programing and initiative delivery to reach the most
vulnerable, women and their families as well quality assurance through
adherence to the CI fostered gender mainstreaming standards. S/he will provide
technical support to program technical staff to ensure technical issues and
challenges are effectively addressed and met.
Responsibilities:
Increased Financial Empowerment of Women initiative (30%): Coordinate
project implementation through quality assurance, development of project
strategies, tools, ensure synergy, learning and responsible for progress
reporting
- Drawing from the objectives and agreed
upon key activities in the project proposal, develop detailed annual and
quarterly implementation plans and correlated budgets and ensure that they
are followed and closely monitored to implement activities within the
agreed timeframes and report any problems or deviations in a timely
manner. - Identify implementation partners and
coordinate signing of agreements with them; manage relationships with
these partners to ensure deliverables are met timely and with the required
quality; Ongoing review and assessment of partners performance and
provision of support as needed; - Manage all the initiatives’ resources
(Human Resources, financial, assets management, etc) in line with CARE’s
and the donor’s rules and regulations. This involves financial management
of funds allocated to this initiative, including rational use of resources
according to approved budget and activity plan, reviewing monthly
expenditure reports and reporting any problems to finance team in relation
to monthly expenditure reports and collaborating with Finance to ensure
timely submission of financial reports to the donor. It also includes
overseeing all project procurement processes in line with both CARE and
the donor’s procurement rules. - Coordinate with the WAYFIP M&E unit in
the development of streamlined tools and schedules that will make the
M&E process as easy as possible for Partners and CARE Staff. And
ensure that lessons learned are documented and disseminated; as well as
information required by different stakeholders is collected, and reports
written, on time and to standard. - As necessary coordinate with and ensure
the support of the other WAYFIP Program Component Specialists is provided
as per the initiative design and results framework.
- Ensure scopes of work are developed for
partners and that sub agreements which are in line with CARE’s sub
agreement policy are signed with them, following a due diligence process
and organizational capacity assessment. - Ensure partners have in-depth knowledge of
CARE tools and models related to project activities through training,
specifically Digital Sub-wallets and gender issues in line with CARE
program guidelines. - Ensure a smooth flow of communication
between all local partners with staff, research partners and other CARE
projects to foster a relation of trust, mutuality, joint learning,
accountability and transparency. - Work in close collaboration with the
Grants Coordinator, ensure on-going capacity building especially for local
partners, at both organizational and technical level. - Work closely with other CARE projects and
ensure synergies are as much as possible built with this initiative
particularly with the projects working in the same communities i.e
purposeful targeting of similar participants to receive a comprehensive
package of support and services.

learning system that not only generates quantitative data but allows for
ongoing collection of participants views on the programs relevance and success.
- Ensure that project indicators capture
aspects of gender, decision making and household planning that the ongoing
M&E system captures these trends or changes for learning purposes. - Support the PQL unit to develop and
maintain a sound M&E system with SMART indicators allowing to track
initiative progress and the level of achievements of results at both
output and outcome levels beyond the research requirements. As well as
documentation of experiences, success stories and human interest stories
to inform advocacy briefs. - Facilitate and document quarterly project
reviews with key partners and stakeholders of the steering committee and
ensure these reviews inform project implementation and are used to improve
project quality.

program objectives and results by leading on the development, coordination,
implementation and monitoring of gender transformative approaches with a
priority on ensuring that women and girls socioeconomic empowerment is advanced
through WAYFIP promoted models.
- Work closely with the program team, in
particular the Business skills component specialist, Strategic Management
Specialist and program Quality and Learning unit, to ensure that a sound
gender analysis informs program design and management, and contributes to
strategic actions to be undertaken to improve the quality of program
implementation. - Offer technical assistance to partners in
assessing the strength of their approach to gender mainstreaming across
the program cycle. - Collaborates with the strategic
partnership specialist to develop and maintain positive working relations
with a wide network of partners, including Government, CSOs, parliament,
media and private sector to scale up CARE’s gender equality approaches. - Coordinate with the WAYFIP management team
and CO in general to initiate gender responsive innovations, that are
consistent with the program Pathways of Change, and those of CARE Uganda
and CARE International to realise lasting change among its impact group. - Engage in program-level planning, review
and learning meetings and contribute to synergy and learning across the
different program domains of change. - Manage gender specific program initiatives
in accordance with agreed MoUs.

- Ensure timely and quality narrative
reporting through a six monthly and annually reflective reporting schedule
assessing results against set targets and objectives while ensuring that
donor reporting requirements are met. - Ensure that partners and staff are well

system that allows integration of partner reports in the six monthly and
annual reports. - Ensure that all reports from the research
team and Access Africa are shared with staff, local partners as well as
other CARE projects engaged with similar or complementary activities.
- Lead the Project Team in a manner that
empowers members to deliver excellent service delivery and high standards: - Communicate to the Project Team a clear
and exciting vision for the work of CARE and their role ensuring that they
behave in a way which will maintain good relationships with donors, partners
and CARE. - Ensure that each member of the team fully
understands the outcomes that are expected of them and that they are aware
of best practice in women economic empowerment for poverty alleviation as
well as their social development. - Ensure that work is planned and organised
in a way that enables the team to meet the needs of partners and Impact
Group members in the most cost effective manner possible. - Monitoring and reviewing performance and,
in particular, holding staff accountable for meeting success criteria and
delivering any improvement goals which have been identified; taking
decisive action in the case of poor performance - Ensuring that staff are adequately trained
and developed for their roles e.g. by analysing staff training needs,
organising the delivery of training or coaching, coordinating the sharing
of experience. - Supporting team members to enable them to
give of their best e.g. by encouraging and praising good performance,
coaching, assisting staff to prevent or resolve problems, providing
resources, tools and equipment.

- The applicant must hold a Bachelor’s
degree in one of the following fields (development studies , social
sciences, social works , education, and public health ) - A good Master’s degree in a related field
is required is a must - A post graduate in a relevant filed is an
added advantage. - A minimum of five years of practical and
technical experience in gender programing and designing with the design
and implementation of community based social Economic Development
initiatives - Specific qualifications in education for
young children or child protection, social work for women, youth and young
girls - Excellent facilitation, mobilization,
communication, documentation and team work skills - High level of conceptualisation and
experience in implementing integrated interventions - Ability in promoting pro-poor demand
driven programs - A minimum of two to three years’
experience in a management role at project level, preferably in an
international development organization; - Experience in operational research

and familiarity with participatory rural appraisal tools and approaches
