dignified life for refugees and internally displaced people. NRC advocates for
the rights of displaced populations and offers assistance within the shelter,
education, emergency food security, legal assistance, and water, sanitation and
hygiene sectors.
Job Summary: The Head of
Programme is primarily responsible for the development and implementation of
holistic high quality programmes to ensure that all support functions are
providing high quality and efficient support to programme implementation.
Key Duties and
Responsibilities:  
  • Line management for Core Competence
    Specialists
  • Member of the Country Management Group
    (CMG)
  • Ensure compliance with and adherence to
    NRC policies, guidance and procedures
  • Provide programme input to Country
    Strategy and Plan of Action
  • Development of Core Competency strategies
  • Development of holistic and needs based
    programmes
  • Identify funding opportunities, develop
    funding strategies and forecasts
  • In charge of grants management, BPO
    allocations and reporting to donors, including compliance with donor
    standards
  • Quality control, M&E and
    organizational learning
  • Capacity building of all technical staff
  • In-country representation and stakeholders
    liaison
  • Actively promote the rights of refugees in
    line with the advocacy strategy
  • Support the CD in the absence of the
    Roving Regional CD
  • Responsible for the CC programmatic input
    to the contingency plan
  • Representation and fundraising
  • Technical support and monitoring of
    implementation
  • Identify, promote and secure good
    cooperation and synergies with other NRC programmes
  • Regularly monitor programmes according to
    strategies, plans and policies, analyze and evaluate performance, and
    identify areas for improvement
  • Line management of Grants coordinators and
    M&E coordinator
Qualifications, Skills and
Experience:
  • The applicant for the Norwegian Refugee
    Council (NRC) Head of Programme career opportunity should hold a College /
    University Bachelor’s degree
  • At least five years’ experience from a
    senior management position in a humanitarian/ recovery context
  • Previous experience from working in
    complex and volatile contexts
  • Documented results related to the
    position’s responsibilities
  • Knowledge about own leadership
    skills/profile
  • Hold a valid driver’s license
  • Knowledge of the context in the Horn of
    Africa in general and Uganda in particular
  • Previous experience from advocacy work
  • Fluency in English, both written and
    verbal
  • Personal Qualities: Strategic
    thinking, Initiating action and change, Influencing, Handling insecure
    environments
