The United States Embassy in Kampala, Uganda has enjoyed diplomatic
relations with Uganda for over 30 years. 
Ambassador Deborah R. Malac currently heads the U.S Mission to
Uganda.  The Mission is composed of
several offices and organizations all working under the auspices of the Embassy
and at the direction of the Ambassador.

Job Summary: The PEPFAR
Program Assistant serves as the operational, logistical, and administrative
assistant in the President’s Emergency Plan for AIDS Relief (PEPFAR)
Coordination Office.  The direct
supervisor is the PEPFAR Coordinator, who reports to the Ambassador and is
supervised by the Deputy Chief of Mission. 
The incumbent contributes to the goals and objectives of PEPFAR in
Uganda and works with the in-country PEPFAR staff to ensure the successful
outcome of PEPFAR-funded activities. 
Major duties include assisting with the preparation of the $300 million
Country Operational Plan each year, instructing Washington where to reprogram
budget lines three-four times per year, and maintaining the database covering
the 360 USG staff funded by PEPFAR.
Key Duties and
Responsibilities:  
Preparation of the Country Operational Plan (COP): 30%
  • The Program Assistant will develop
    schedules, timelines, assignment lists, and databases that track the COP
    development process.  The incumbent
    will keep USG Agencies and interagency Technical Working Groups (TWGs) on
    task for deliverables by tracking document development.
  • The incumbent will be responsible for
    entering data required by the COP into OGAC’s database and data into the
    staffing database, which contains sensitive personnel data on the 360 USG
    staff working on PEPFAR activities.
Financial Management: 30% The Program Assistant helps monitor
the PEPFAR Uganda budget of $300 million per year.  The incumbent is responsible for assembling
requests from Agencies to change budget attributes (e.g., partner, program
area), liaising with them to ensure accuracy, resolving most problems, entering
data onto templates, verifying their accuracy, and submitting these to OGAC.
Program Coordination and Management: 20%
  • The Program Assistant is the key
    administrative person following project activities, responsible for
    providing programmatic, budget tracking, administrative, and operational
    support for the PEPFAR Coordination Office.  This person will have significant
    responsibility for maintaining a smoothly functioning office and to
    support the entire PEPFAR team manage programmatic activities in the
    Country Operational Plan. 
  • The incumbent will employ strong
    coordination and planning skills to ensure that programmatic, budget
    tracking, work plans and administrative needs are accurately assessed and
    accomplished in a professional manner. 
    Other typical duties include scheduling meetings between USG
    agencies, with GOU officials, and development partners; assisting eight
    TWGs with meeting planning and logistics and reporting; preparing agendas and
    minutes for meetings; arranging travel for PEPFAR-related TDY visits;
    compiling briefing packets as needed; and routine clerical support for the
    office.
Communications: 20%
  • The Program Assistant will work closely with
    senior Mission management (e.g., Front Office, Agency heads) on a monthly basis
    regarding issues such as scheduling and calls and with middle management
    and senior specialists (e.g., HIV/AIDS team leaders, TWG Co-chairs, agency
    finance, procurement, HR, and operations staff) on a daily basis on more
    substantive issues.  Externally the
    incumbent communicates with high level GOU, UN, and NGO officials (e.g.,
    Director General of Uganda AIDS Commission, Director General Ministry of
    Health, Directors of NGOs) on a weekly basis regarding meetings and
    correspondence and mid-ranking GOU and NGO staff (e.g., staff of UAC, MOH,
    NGOs) on more substantive issues. 
    Externally the incumbent also communicates with mid-level staff in
    the Office of the Global AIDS Coordinator in Washington (e.g., Country Support
    Team Leader, budget staff, and HR staff) daily, weekly, or monthly on
    substantive and scheduling issues.
Qualifications, Skills and
Experience:
NOTE:  All applicants must address each selection

  • The applicants for the United States US
    Embassy PEPFAR Program Assistant job opportunity should hold a University
    degree in Business Administration, Public Health, Social Sciences or
    Education is required.
  • At least three years of increasingly
    responsible experience in program/project management, or administration,
    including working with more senior staff in the organization is required.
  • Broad knowledge of USG policies and
    procedures as they relate to the implementation of PEPFAR. 
  • Good knowledge and understanding of the
    operations of the GOU, NGOs, and civil society organizations working in
    HIV/AIDS.
  • Advanced training in Microsoft Access,
    Excel, Word and Outlook is required. 
    Strong interpersonal and organizational skills and ability to
    process large amounts of information and organize it into useful formats
    is required. 
  • Language Requirement: Level IV
    (fluent – written and spoken) English ability is required.
