Job Summary: The Quality Assurance Management Training
Officer provides dedicated quality assurance management and capacity building
across all MSI Uganda and MSU service delivery channels.  The incumbent works closely with team
leaders, coordinators and providers to ensure that MSI’s global clinical quality
standards, infection prevention, adverse event management and client care are
effectively applied across all Marie Stopes supported services in Uganda. The QAMT
Officers use a variety of adult learning techniques and provider mentoring to
identify and support individual providers and teams improve their clinical and
counselling skills.  Success is measured
by consistently high quality scores across all service delivery channels,
effective management of adverse events, and timely action taken to address any
identified weaknesses. The QAMT Officer is expected to demonstrate MSI Uganda’s
values in their behaviour. S/he will use data to analyse performance, raise key
issues, and monitor performance to ensure delivery of measurable results and
demonstrate strong fiscal management of donor resources.  Appropriate and high-quality client care
provided by skilled providers across the MSI Uganda and MSU service delivery
network is the key measure of success for a QAMT Officer.

Key Duties and
Responsibilities: 
1. Quality Assurance Management: Under direction from the Manager, QAMT,
  • In
    charge of implementing annual clinical quality assurance plans for
    assigned providers and service delivery channels
  • Provide
    QA visits to all assigned providers and teams; produce and share
    appropriate reports and action plans
  • Regularly
    review provider and team self-assessment QA dashboards and identify trends
    or areas for quality improvement; action an appropriate plan to address
    issues and improve client care
  • Promptly
    Report any adverse events or provider misconduct
  • Provide
    monthly performance dashboards and trend analysis for all assigned
    providers
  • Quickly
    report any misconduct identified in QA visits
  • Report
    any clinical incompetence that threatens client care  and teams
  • Send
    positive provider feedback on mentoring, training, clinical skills, and
    knowledge of QAMT Officer
2. Effective Training:
  • Identify
    providers needing skills improvement and develop effective action plan to
    improve their skills to a competent level
  • Develop
    all-channel training plan
  • Work
    closely with the Manager, design and run effective training and post
    modules on line
  • Conduct
    trainings for new providers and to refresh skills of current providers
  • Send
    accurate and timely activity accountability reports and training reports
3. Review of Serious Incidents:
  • As
    requested make thorough review of any clinical SI
  • Support/counsel
    staff as necessary
  • Report
    and take follow up action as required

Qualifications, Skills and
Experience:  
  • The
    Quality Assurance Management and Training Officer should hold a Diploma in
    Nursing/Midwifery or Clinical Medicine (Degree in Nursing/Medicine
    qualification is desirable)
  • TOT
    qualifications for reproductive health highly desirable
  • Clinical
    competence certification in FP methods (short term and LARC), PAC and
    infection prevention essential
  • Detailed
    knowledge and understanding of MSI Clinical Guidelines an advantage
  • Past
    knowledge and experience providing training and quality assurance for
    family planning and maternal health required
  • Past
    experience in training, mentoring and capacity building
  • Clinical
    quality audit experience for family planning and sexual health essential
  • Past
    exposure and experience and knowledge of Ugandan health sector and
    community health service delivery (including mobile services)
  • Proven
    ability in facilitating staff capacity development at all levels
  • Excellent
    communicator, an active networker and good listener
  • Proven
    communication and writing skills to persuade and influence at all levels
  • Proven
    IT skills with the ability to analyse data for strategic purposes and
    decision making
  • The
    incumbent should know more than one local language.
