Human Resources Analyst will primarily ensure high quality of work, accurate,
timely and properly recorded/documented service delivery. S/he promotes a client-oriented and
consistent with rules and regulations approach in the Project. The Liaison/ HR
Analyst will also play the role of the HR Analyst for the MONUSCO Provision of
technical support services Project and will work in close collaboration with
the Head of Support and his team and with UNOPS HQ staff to exchange
information and ensure consistent service delivery. The Liaison/ HR Analyst will ensure the management of HR activities in
both Entebbe and DRC. The Liaison/HR
Analyst will also be in charge of liaising the payroll activities of the
Individual Contractors in Entebbe and communicating on this to the major
stakeholders.
Ensure liaison between UNOPS and MONUSCO In
Entebbe
Ensure reporting to the Project is done
regularly and all HR issues of Individual Contractors are duly reported to the
Project
Follow-up on payment process in Entebbe
Manage the ICs contracts in Entebbe
following results:
Development and implementation of a human
resources management system in relation to planning, administering and
monitoring of all matters related to human resources management concerning the
DPKO Individual Contractors
Management of the recruitment process of the
MONUSCO Individual Contractors
Regularly review of incoming requests relating
to recruitment, contract extensions, transfers, exchange or loan, and
separation of staff, consultants, or contractors, ensuring documentation is
complete and in conformity with HR policies and procedures
Development and implementation of tracking tools
to monitor recruitment status and other indicators for management and
recruitment purposes
Monitoring and tracking of status of requests,
initiating follow-up action to ensure selection review submission is timely
accurate and contains complete documentation
Review of consultants’ qualifications and
experience and drafting of Terms of Reference;
determination of daily remuneration to be paid in accordance with the
established fee schedule
Secure management of personnel records for the
ICs under MONUSCO in DRC and Ugand
Oral and written response to Individual
Contractors Inquiries regarding their conditions of service drafting of
correspondence in relation to the inquiries for signature by designated Officer
Management/update of the staffing tables and provision of statistical
summaries related to them including arranging and keeping track of movements of
UNOPS Regional Office/Projects Centre personnel
Management of the CV/HR roster
entitlements, focusing on achievement of the following results:
In charge of the establishment and
implementation of a system for monitoring and tracking transactions to ensure
timely, consistent and equitable provision of services with a client focus
Research of precedents and analysis of merits of
specific requests and presentation of recommendations/solutions to supervisor
In charge of briefing and guidance to clients
and partners on the application, interpretation and applicability of the UN
rules and UNOPS policies and procedures
Briefing to the ICs on the conditions of service
related to contracts and/or appointments/transfers
all the units in DRC, focusing on achievement of the following results:
Well prepared unit workplan and Management of HR
Team in DRC
Supervision of and distribution of assignments
to HR Assistants
Quality output of the unit
Performance evaluation of locally-recruited
contractors and personnel
Serve as the focal point for HR-related matters
for the Hub
focusing on achievement of the following results:
In charge of the participation in the trainings
for the operations/ projects staff on HR

Experience:
The ideal candidate for the United Nations
Office for Project Services (UNOPS) Liaison Human Resources Analyst job vacancy
should hold a Masters Degree in HR, Administration or related field is required
The applicant must hold a Bachelor’s Degree in
HR, Administration or related field + 2 additional Years of Experience may be accepted
in lieu of the advanced degree.
At least two years relevant and progressive
professional experience, specifically in the field of HR management for
Bachelor Degree Holders.
Experience and demonstrated knowledge of UN
rules and procedures in HR Management and administrative rules and regulations
will be a strong asset.
Languages: Fluency in French and
English. Knowledge of an additional UN working language is desirable
