Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
and addressing environment and social safeguards including gender, HIV,
occupational health and safety. The Safeguards Officer will also be responsible
for monitoring compliance with environmental and social management plan, assist
in facilitating stakeholder participation on the project as well as providing
feedback to their issues. In addition, the incumbent
will be responsible for monitoring land acquisition and compensation activities
being undertaken as well as establishment of grievance management system.
- Actively monitor and supervise construction
works for compliance with Environment and Social safeguards management
plan; - Identify and address environment and social
safeguards; - Implement Occupational Health and Safety
(OHS) guidelines, policies and standards; - Actively participate in stakeholder
engagements and prepare reports on feedback provided; - Regularly monitor the progress of land
acquisition and compensation activities in collaboration with the land
acquisition team; - Manage grievances from project affected persons
and communities in line with grievance handling guidelines, procedures and
policies; - Compile required reports from the process as
per guidelines. - Perform any other duties as assigned by the Resident
Engineer
- The applicant for the UNRA Safeguards Officer
job vacancy should hold an Honors Degree in Social Sciences, Environment
or any other relevant degree; - Possession of any other Post Graduate
qualifications in the relevant field will be an added - advantage;
- At least three years’ experience in infrastructure
development work with Environment, Social and Gender components including
preparation of Social impact assessments, Resettlement Action Plans
(RAPs); - Demonstrated working experience in managing
diverse professionals. - Computer literacy skills
- High degree of integrity;
- Excellent track record of outstanding
performance; - Ability to work as part of a team;
- Excellent oral and written communication
skills; - Excellent interpersonal, particularly
staff/management relation skills - Ability to deliver accurate results in a timely
manner and in an environment with multiple and challenging tasks.
