About UNRA:
The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Head of Project Formulation will take charge
of the preparation of project concept
notes, scope statements, pre-feasibility studies, design and construction unit
cost analysis, preparation of project profiles and business development. In addition,
the Head will also be responsible for participating in project appraisals with development
partners, preparation of the relevant reports, documentations, and coordination
of all development partner projects. The Head Project Formulation will also be
responsible for accountability of the resources under the department including
human, financial, property, equipment etc.

Key Duties and Responsibilities:
- Plan and set performance benchmarks for the
department in line with the strategic plan and the statutory performance
agreement; - Carry out design and construction unit cost
analysis for projects undertaken in line with approved guidelines and
standards; - Plan, undertake project Identification and
initiation and implement a system for project appraisals in line with UNRA
strategic plan and project management guidelines; - The incumbent will plan and coordinate
projects and programs funded and supported by development partners in line
with project requirements; - Plan and coordinate the development of Business
plans and proposals in line with UNRA Strategic Plan; - Plan, budget and account for Project
formulation departmental resources in line with UNRA financial management
guidelines; - The job holder will plan and implement a
system of managing risks in the project formulation activities and develop
risk mitigation measures. - Mentor and manage performance and develop
direct reports in line with the performance - management system of UNRA.
- Perform any other duties as assigned by the Director

Qualifications, Skills and Experience:
- The applicant for the UNRA Head of Project
Formulation vacancy should hold an Honors Degree in Civil Engineering,
Highway Engineering or a Higher Diploma in Civil Engineering from a
recognized institution - Possession of a Master’s Degree in a related
field and other post graduate qualifications in Civil Engineering or other
relevant field will be an added advantage; - Professional registration with the
Professional Engineers Registration Board (ERB) or its equivalent in the
Commonwealth countries is a must; - At least five years’ experience in project
appraisals and business management; - Detailed working experience in managing
diverse professionals. - High level of integrity;
- Computer literacy skills
- Excellent track record of outstanding
performance; - Excellent interpersonal, particularly
staff/management relations - Excellent oral and written communication
skills; - Proven ability to manage/supervise multi
skilled teams and deliver accurate results in a timely manner and in an
environment with multiple and challenging tasks.
