1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Asphalt Specialist will be tasked with the implementation and management
of in-house quality control and assurance procedures in respect of all asphalt
works. The job holder will also be responsible for carrying out independent
quality and assurance checks, and mainstreaming asphalt works quality control within
the organization. In addition, the Specialist will contribute towards UNRA’s
ISO certification process by providing input to the processes for asphalt quality
control to be followed within the organization.

Key Duties and Responsibilities:
- Regularly review and make proposals for
asphalt works quality control and assurance procedures in line with UNRA
Annual Statutory performance agreement; - Actively monitor and evaluate asphalt works
in line with the quality guidelines and directorate guidelines; - Develop and implement quality control and
assurance procedures in line with UNRA standards; - Evaluate the performance of contractors in
asphalt overlay on roads and compliance with the asphalt laying standards
and take timely decisions; - Plan and implement a system of managing risks
in the asphalt activities and develop risk mitigation measures; - Mentor and Manage the performance and
development of staff under the section in line with the performance
management system. - Perform any other duties as assigned by the Head
Quality Control.
Qualifications, Skills and Experience:
- The applicant for the UNRA Asphalt Specialist
job placement should hold an Honors Degree in Civil Engineering, Highway
Engineering; - Possession of a Master’s Degree in a related
field and other post graduate qualifications in Civil Engineering or other
relevant field will be an added advantage; - Registration with the Professional Engineers
Registration Board (ERB) or its equivalent in the Commonwealth is
mandatory - At least five years’ experience in asphalt
construction works and mix design; - Demonstrated working experience in managing
diverse professionals. - Computer literacy skills
- High degree of integrity;
- Excellent track record of outstanding
performance; - Excellent interpersonal, particularly
staff/management relation skills - Excellent oral and written communication
skills; - Ability to manage/supervise multi skilled
teams and deliver accurate; results in a timely manner and in an
environment with multiple and challenging tasks.
