dedicated to the comprehensive control of malaria and other communicable
diseases in Africa and Southeast Asia. Malaria Consortium works with
communities, government and non-government agencies, academic institutions, and
local and international organisations, to ensure good evidence supports
delivery of effective services, providing technical support for monitoring and
evaluation of programmes and activities for evidence-based decision-making and
strategic planning. Malaria Consortium works to improve not only the health of
the individual, but also the capacity of national health systems, which helps
relieve poverty and support improved economic prosperity.
USAID/PMI funded project. The project aims to prevent and control Malaria
illnesses and deaths in order to minimise the social economic effects of the
disease among the overall population of Uganda especially in children under 5
years of age. The project will be implemented starting in August 2016, and will
cover 43 districts with a total population of more than 13 million. The Malaria
Action Program for Districts project offers a partnership uniquely positioned
to deliver this implementation rollout. Partners include Johns Hopkins Program
for International Education in Gynecology and Obstetrics (JHPIEGO), Banyan
Global, Deloitte &Touché Uganda, Infectious Diseases Institute (IDI) and
Communication for Development Foundation-Uganda (CDFU).
Specialist will provide malaria-specific programmatic guidance to the regional
coordinators as well as support to the Senior Malaria Technical Advisor (SMTA).
The Malaria Specialist will be a key member of the project technical team,
providing malaria-specific programmatic guidance to the regional coordinators
and as well as support to the Senior Malaria Technical Advisor (SMTA) in review
and development of project tools, technical guidelines and programmatic
reports.
Responsibilities:
Support
the SMTA in providing technical expertise at the national level to the National
Malaria Control Programme (NMCP) as it relates to all issues on capacity
building for the management of malaria control (10%)
Actively
take part in the review of the literature for new developments, promoting best
practices, policies and emerging issues in malaria (10%)
Contribute
to the development of project work plans and budgets (10%)
The
jobholder will attend regional and national level coordination and review
meetings, workshops, and participate in relevant training events, sharing
lessons learned with the project team and MOH/NMCP (10%)
The Malaria
Specialist will work in liaison with the project regional coordinators to
develop quarterly regional specific implementation plans and their effective
implementation (30%)
Support
the Senior Malaria Technical Advisor to review activity reports as well as quarterly and annual
programmatic reports (10%)
Offer
technical support to the project M&E team to interpret programmatic data
and incorporate data from project implementation into project work plans (10%)
Actively
facilitate learning between regional offices in order to share experiences,
capabilities, including best practices and lessons learned in malaria
prevention and control (10%)
Experience:
The applicant for the Malaria Consortium USAID
MAPD Malaria Specialist job placement should hold a medical degree and a Master’s in public health or health-related
discipline
A
minimum of four years’ experience of working in communicable disease control
and a thorough understanding of both preventive and curative aspects of malaria
control
Previous
experience in developing program work plans
Previous
experience of working with NGOs and other stakeholders including
district and Ministry of Health
Knowledge
of and experience of working on USAID funded projects
Prior
exposure and experience in writing program reports
Excellent
interpersonal skills and ability to interact effectively with colleagues
at all levels of service delivery
Excellent
communication and presentation skills
Proficient
in word-processing and data management software
