work with the country program teams and management to maintain financial
integrity and ensure sound financial management of the project. S/he will
develop and/or implement procedures which promote financial discipline to meet
project and organizational goals as well as maintaining strong financial
controls as they relate to the project. S/he will coordinate the timely
preparation and submission of project budgets, financial projections and
financial reporting, and will serve as the primary point of contact in project
financial planning and budgeting. This position will also provide support in
the processes of accounting transactions, payroll management, cash flow,
banking, grant management and compliance with Heifer/MasterCard Foundation
policies and procedures. The Manager
will work with Heifer headquarters desk officers, Heifer Uganda and Tanzania
Finance heads and the EAYIP Finance and Program teams in accounting, financial
and administrative functions for the Program in both Uganda and Tanzania by
maintaining accounting records. The Manager will also provide adequate
accounting information and ensure that the information is maintained in
accordance with the policies and procedures of the organization and in
accordance with international accounting standards.
Responsibilities:
leadership to ensure that all project stakeholders (programs, finance, project
management, country program management team, partners, etc.) receive timely and
accurate financial information to attain the highest standard of effectiveness.
Ensure that project finances and assets are well
managed
Provide leadership to project finance and
administration teams to ensure that maximum output is achieved
Maintain knowledge of required rules and
regulations related to project implementation and activities that affect the budget
Carry out trainings and staff development
workshops with the project accounting team in order to maintain a high standard
of reporting
full compliance with project/donor requirements and Heifer policies and for
providing management with all financial and administrative aspects of the
project while adhering to local laws and regulations.
Coordinate the submission of the project’s
monthly, quarterly, semiannual and annual finance reports and financial
statements as stipulated in Heifer International policies
Interpret project variance reports and
expenditure analyses to staff and projects and request explanations as needed
from the budget holders in line with finance policies
Ensure that all project transactions are in line
with government laws
Prepare, coordinate and monitor the project
budget
The incumbent will effectively manage the
program/project cash flow while adhering to Heifer policies
Check bank reconciliations every month and
forward them to the Senior Operations Manager for approval
Approve all office and fleet-related
requisitions and review procurement requests as per the authorization policy
Regularly monitor the project petty cash imprest
in line with cash management controls and prepare project account(s) for audits
as planned
Ensure compliance with accounting principles and
standards including Heifer partners, donors, local partners and Heifer
International cost principles
Keenly review payment requests and ensure the
timely processing of funds
Work in close collaboration with country office
finance heads, establish and maintain sound financial management systems and
provide administrative support to the project
Ensure that an effective filing system is in
place in the office, and coordinate with program staff to ensure that the
project’s resources are effectively and efficiently utilized
establishing and maintaining proactive links with project partners to ensure
compliance with established processes and procedures with the highest level of
accountability.
Make support visits, audit partner
organizations, assess how project funds are utilized and give advice on how to
keep books of accounts
Experience:
The ideal candidate for the Heifer International
Finance & Administration Manager vacancy must hold a Bachelor’s Degree in
accounting or finance with a minimum of seven (7) years’ experience in a related
field, plus three (3) years in a supervisory or leadership capacity
Possession of a Master’s Degree plus seven (7)
years of related experience
Certified Public Accountant, Association of
Chartered Certified Accountants (ACCA) certification, or equivalent
Current membership in ACCA and/or Certified
Public Accountants Institute
Excellent analytical skills and ability to
verify information
Broad knowledge of accounting and Statement of
Financial Accounting Standards rules
Strong skills in budgeting and reporting, and
the ability to analyze and interpret financial reports
Excellent management, communication and
interpersonal skills
Broad understanding of and sensitivity to issues
associated with poverty, hunger and the environment, and knowledge of the context
in which non-profit organizations operate
Computer proficient in word processing,
spreadsheets, presentation tools, electronic mail software, and knowledge of
accounting software (e.g.: MS Office Suite, Agresso, Solomon, Quickbooks)
Excellent organizational skills
Skilled at strategic thinking and anticipating
future developments and trends to incorporate them into organizational plans
Experience working in the non-governmental
organization (NGO) environment in a similar position is an added advantage
Ability to prepare and present documents in a
well-designed and attractive format with superior attention to detail
Willingness and ability to assign and review the
work of direct reports
Proven team and customer care skills with the
ability to train and work cooperatively with a diverse staff, including field
staff in several locations
Constant face-to-face, telephone and electronic
communication with colleagues both within and outside the country
May require constant sitting and moving; working
at a computer for extended periods
Ability to work with sensitive information and
maintain confidentiality
Ability to perform multiple tasks with minimal
supervision
Ability to lift and carry up to 20 pounds (9
kilograms) floor-to-waist
Willingness to work with a flexible schedule
Willingness to travel both locally and
internationally
