Key Duties and
Responsibilities: 
Project Support:
·        
The Project Officers will support/lead
implementation of SCOPE field based activities in geographical location to
ensure: all activities are implemented according to agreed annual, quarterly
and monthly work plans and budgets working closely with SCOPE VSO volunteers,
VSO staff and partners; EC project delivers against timeframes and project
output and outcome targets/objectives 
·        
Input into development of SCOPE annual work plan
and budget. With the PM-L, develop and monitor quarterly and monthly work plans
and budgets for geographical location.
·        
Provide weekly updates on project progress to
PM-L and (volunteers, staff, partners) highlighting any deviations against
plans and budgets with solutions to overcome.
·        
Actively participate in SCOPE monthly Grants
Management Meetings (GMM) and quarterly project review meetings
Partnerships:
·        
Build and strengthen partnerships with and
between SCOPE partners and volunteers to ensure delivery of project objectives
while ensuring application of VSO people first principles in the partnership
·        
Carry out support supervision visits and on job
coaching to SCOPE partners and volunteers within geographical location to
ensure quality standards and mitigate risks
·        
Coordinate and work closely with SCOPE VSO
volunteers and staff in ensuring delivery of project objectives
·        
Identify, maintain and strengthen relationships
with key stakeholders in geographical location to support project start up;
strengthen project impact and sustainability
·        
Represent VSO at events and meetings as
appropriate.
Monitoring and Evaluation:
·        
Compile and submit activity and monthly reports
to PM-L with emphasis on lessons learnt, good practices, success stories and
achievements of project outcome and output targets as well as deviations and
risk
·        
Support delivery of SCOPE communications plan
including documentation of areas of good practice and case studies for
publicity, visibility and replication
·        
Support partners in geographical location with
compiling monthly reports
·        
Ensure all project documentation and reports are
up-to-date as per VSO guidelines and donor requirements for location
·        
Input into donor reports as needed
Logistics and Administration:
·        
Support and organise project meetings,
activities and events according to work plans and in line with VSO policies and
procedures.
·        
With SCOPE Sub Grants Officer, the incumbent
will support partners to actualise procurement and financial policies and
ensure compliance with VSO and donor requirements
Grant Management: Support in monthly monitoring of expenditure
against budgets and activities against work plans communicating any areas of
variance to PM-L with suggested corrective actions; Input into quarterly budget
reforecasts
Qualifications, Skills and
Experience: 
·        
The ideal candidate should preferably hold a
Bachelor’s degree in Development studies, Business Administration or other
equivalent experience
·        
At least three years of relevant experience of
implementing youth livelihood, projects with a particular focus on vocational
training and enterprise development
·        
Previous exposure and experience in financial
management, including budgeting, monitoring and managing expenditure
·        
Ability to do simple M&E measurements and
analysis
·        
Oral and written fluency in English, with
confidence in communicating to a wide range of audiences
·        
Computer literacy i.e. proficiency in Microsoft
packages
·        
Self-motivated, ability to use own initiative,
flexibility with ability to coach and motive others
·        
Experience of working with and understanding the
challenges faced by young people in rural Uganda.
·        
Ability to ride a motorcycle with valid license
·        
Practical experience gained within a
volunteering NGO context is desired
·        
Previous exposure and experience of working with
international volunteers is an advantage
·        
Previous experience of working with Vocational
Training Institutions.
·        
Prior experience within oil and gas industry and
or trades
·        
Fluent in local language of Kasese
