Programme
Manager
award winning youth-led approach reaches over 450,000 young people weekly
across 8 countries in Africa and Asia, and engages 350 youth organization from
around the world. Since 1985, we have demonstrated that young people are
critical actors in the development, and can drive positive change at local,
national and international levels in the areas of sexual and reproductive
health, livelihoods and civic participation. Our model is bottom up and
holistic, focusing on individual leadership change amongst young people as well
as systematic changes in policy and practice towards a more supportive
environment for youth-led development.
Idea Programme:
advocacy, research and accountability initiative, implemented in partnership
with a major development agency. The programme will promote youth-led social
accountability by improving young people’s leadership, life-skills, technical
knowledge on civic issues, policy, advocacy and research, so that they are
better prepared to actively engage with their leaders. The programme will also
see the creation of District Youth Working Groups to strengthen platforms for
young people to voice their concerns, lead advocacy and accountability efforts,
and meaning fully engage with district leaders. In total, the programme will be
implemented in 10 districts of Uganda: Moroto, Napak, Kotido and Nakapiripirit
Districts in northeastern Uganda; Gulu, Nwoya, Pader and Abim Districts of
northern Uganda; and Kamuli and Iganga Districts in the East.
Coordinator, Big Idea Programme will coordinate project activities in Kamuli
and Iganga Districts. The incumbent will manage the implementation of the
youth-led social accountability programme. S/he will work closely with one
programme officer and 40 research team members.
Responsibilities:
Manager and working with the Programme Officers: 50%
Take
responsibility for effective preparation, implementation and management and
monitoring of the youth accountability programme
Take
lead role in sensitization of key youth actors on the programme
Take
lead in the establishment of the District Youth Working Groups (DYWGs) where
they do not currently exist
Take
lead in selection and recruitment of the youth researchers
Support
the training of researchers on data-driven advocacy curriculum and sustainable
development goals
Offer
technical support in the development of training and other relevant materials
drawing on best practices internationally and nationally
Support
the research teams during field work, including ensuring their welfare
throughout the research process and providing guidance on technical aspects of
the research
Assist
with editing the research outputs and facilitate research teams to edit and
check final reports before dissemination
The
incumbent will support the research teams advocacy work by leading the
coordination of quarterly district youth working group meetings as platforms
for dialogue between young people, decision makers and other youth sector
actors at the district level
Take
lead role in following up on commitments made by decision makers
Ensure
all reporting requirements are met and submitted on time to the Programme
Manager
Working
closely with the Programme Manager to identify, develop and manage
relevant programme partnerships with government, donors, NGOs and other key
youth sectors
Support
activities, meetings, and other events to raise the profile of the programme
Represent
Restless Development in key forums/platforms and meetings in the two
districts
Work
closely with Programme Manager to ensure dissemination of research findings at
the National level through the National Youth Working Group
Identify
and cultivate opportunities to leverage additional funding for the district
youth working group with support from Restless Development’s Fundraising and
Partnerships Unit
Support
development of donor expenditure reports
Ensure
that all staff have clear performance objectives and development plans
Continually
support and supervise outputs of the programme officers through line
management, support visits and performance reviews
Support
youth researchers in solving genuine challenges and communicate to
programme manager as necessary
Line
manage and performance manage programme officer
Programme Manager and finance unit to:
Track
the project budget and develop quarterly financial reports
Ensure
that financial management is undertaken according to Restless Development
Policy and procedures
Lead
on generation of regular updates and reports as required
for which time off in lieu can be taken
Experience:
The
ideal applicant for the Restless Development Programme Coordinator job opportunity must hold a graduate -level degree in relevant field of study or
equivalent work experience
A
minimum of three years of experience managing similar programmes
Previous
experience in designing and delivery of youth-led research and youth-led
advocacy programme
Prior
experience managing and reporting against programme budgets
Previous
exposure and experience managing staff, including line and performance
management
Previous
experience in writing briefs and other materials for external audiences is
preferred
Prior
experience in Monitoring and Evaluation systems and research, including
participatory research approaches is desired
Previous
experience in Advocacy programmes is an added advantage
Proven
ability to identify, develop and manage local/national/regional partnerships
Ability
to analyse problems and make sound operational decisions
Excellent
organizational skills and methodological approach to programme management
Excellent interpersonal and communication skills
(written and verbal)
Excellent
budget management skills
Fluency
in written and spoken English
Excellent
IT skills
