About GAA Project:
Restless Development Uganda
is implementing a five-year youth-led Girls Advocacy Alliance (GAA) project in
partnership with Plan Uganda and Terres Des Hommes. The programme will promote
a youth-led approach to building capacity of CSOs and generate evidence that
will be used to engage with key decision makers and hold them accountable on
girls’ economic and protection rights.
Job
Summary:
The Programme
Coordinator – Girls Advocacy Alliance Project (GAA) will work with three
Programme Officers and 29 research team members to deliver of GAA initiative.
Key Duties and Responsibilities: 
Programme preparation and
delivery: 50%
Supported
by Programme Manager and working with the Programme Officers, the Coordinator
will:
  • The incumbent will take responsibility for
    effective preparation, implementation, management and monitoring of the
    Girls Advocacy Alliance programme
  • Take lead role in sensitization of key youth actors on the
    programme
  • Take lead role in the selection and mapping
    of research teams, CSOs and private sector partners
  • Offer support in training of research teams
    on Gender and Advocacy
  • Take lead role in training CSOs partners on
    Gender Tran
    sformative
    approaches and youth engagement
  • The jobholder will offer support in the
    training of national advisory panel members and VSLA Network Champions in
    areas of advocacy and gender
  • Support the development of training and
    other relevant materials drawing on best practices
  • Support
    research teams during field work, including ensuring their welfare
    throughout the research process
  • Offer direction guidance and technical
    support on the research aspects of the programme
  • Support research teams to edit and review
    the research outputs, inclu
    ding
    final reports before dissemination
  • Provide mentorship support to the private
    sector partners and the Gender Advocacy teams
  • Oversee all M&E processes of the
    programme, including ensuring timely programme reports
  • Steer the development of annual programme plans
Partnership
Development Management: 15%
  • Build and maintain effective partnerships
    with all key stakeholders, i.e. government, private sectors partners,
    community members and national advisory panel
  • Plan and coordinate quarterly engagement meetings with private sector partner
    and lead on following up commitments and actions from the engagements with
    stakeholders
  • Lead on partnership events and activities to
    raise the profile of the programme
  • Work closely with the Programme officers and
    research team
    s to ensure
    dissemination of the research findings at the district and national level
  • The incumbent will identify and cultivate
    opportunities to leverage additional funding with support from Restless
    Development’s Fundraising and Partnerships unit
  • Work in liaison with the Programme Officers to coordinate quarterly
    private sector engagements, including supporting follow up activities as
    required
  • Develop and disseminate communication
    materials about the programmes in collaboration with the Partnerships
    Manager
  • Support development of donor expenditure reports
People
Management and Development: 15%
  • Ensure that all staff have clear performance
    objectives and development plans
  • Continually support and supervise the
    programme officers through line management meetings, support visits a
    nd performance reviews
  • The jobholder will also support research
    teams in solving genuine challenges and communicate to Programme Manager
    as necessary
  • Mentor and supervise three programme
    officers
Financial planning and
Management: 15%
Work
closely with the programme manager and finance unit to:
  • Track the project budget and develop
    quarterly financial reports
  • Ensure that financial management is
    undertaken according to Restless Development Policy and procedures
  • Lead on generation on regular updates and reports as
    required
Other Duties as Required: 5%
Other duties as required, including occasional work on weekends for
which time off in lieu can be taken
Qualifications, Skills and
Experience: 
  • The applicant must preferably hold a Graduate
    level degree in relevant
    field
    of study
  • A minimum of three years of experience managing similar
    programmes
  • Significant experience in designing and
    delivery of youth-led research and youth-led advocacy programme
  • Prior experience managing and reporting
    against programme budgets
  • Previous experience managing staff,
    including line and performance management
  • Previous experience in Monitoring and
    Evaluation systems and research, including participatory research
    approaches is desired
  • Prior exposure and experience in advocacy
    programmes is desired
  • Demonstrated ability to identify, develop
    and manage local/national/regional

    partnerships
  • Ability to analyse problems and make sound
    operational decisions
  • Excellent organizational skills and methodological approach to programme
    management
  • Excellent interpersonal and communication
    skills (written and verbal)
  • Excellent budget management skills
  • Excellent IT skills
  • Previous
    e
    xperience in writing briefs
    and other materials for external audiences is desired
  • The
    individual must be results-orientated, highly self-motivated and have
    demonstrated analytical skills.
