award winning youth-led approach reaches over 450,000 young people weekly
across 8 countries in Africa and Asia, and engages 350 youth organization from
around the world. Since 1985, we have demonstrated that young people are
critical actors in the development, and can drive positive change at local,
national and international levels in the areas of sexual and reproductive
health, livelihoods and civic participation. Our model is bottom up and
holistic, focusing on individual leadership change amongst young people as well
as systematic changes in policy and practice towards a more supportive
environment for youth-led development.
Idea Programme:
advocacy, research and accountability initiative, implemented in partnership
with a major development agency. The programme will promote youth-led social
accountability by improving young people’s leadership, life-skills, technical
knowledge on civic issues, policy, advocacy and research, so that they are
better prepared to actively engage with their leaders. The programme will also
see the creation of District Youth Working Groups to strengthen platforms for
young people to voice their concerns, lead advocacy and accountability efforts,
and meaning fully engage with district leaders. In total, the programme will be
implemented in 10 districts of Uganda: Moroto, Napak, Kotido and Nakapiripirit
Districts in northeastern Uganda; Gulu, Nwoya, Pader and Abim Districts of
northern Uganda; and Kamuli and Iganga Districts in the East.
and Evaluation Officer will coordinate all M & E activities in the 10
project districts.
Develop
M&E plan and strategy for the project
The
incumbent will assess the information requirements for the project and lead on
design development and review of all monitoring and reporting functions,
systems and tools for the project
Support
programme team to utilize planning, monitoring and reporting tools to capture
information across programme indicators
Take
lead in the development of performance frameworks and tools used by different
stakeholders and ensure consistency with the definition and methodology of data
collection by keeping an M&E analysis plan for each indicator
The
jobholder will design M&E guidelines and standard operating procedures for
the project as aligned to the programme compendium and ensure compliance across
the entire project process in liaison with M&E office at head office
Support
the programme team to manage (record, analyse, report, disseminate and
safely store) project data
Design
and lead training and other capacity building initiatives on monitoring and
reporting systems for staff and volunteers
Prepare
monthly, quarterly and annual M&E project reports as per
organization and donor reporting requirements and guidelines
Carry
out performance reviews, validation and data use workshops periodically as
agreed with line manager
Conduct
quarterly data quality assurance (DQA) for the project in collaboration
with project staff and M&E unit
Oversee
analysis of monitoring and reporting data and produce reports for timely
dissemination to internal and external stakeholders
Prepare
internal and external reports as required
Organize
multi stakeholders review meetings and other internal and external fora
to disseminate programme results and learning
Document
lessons, best practices and impact from project learning within and across
Restless Development
Ensure
learning is shared and disseminated between Restless Development and key
project stakeholders
Document
case studies (monthly) and most significant stories of change (MSCs) on a
quarterly and bi-annual basis highlighting programme success and lead in the
participatory review and selection MSCs
Steer
the design and implementation of market assessments, baseline and end line
surveys, midterm review while working closely with programme team
Support
youth-led research initiatives as part of the programme cycle
Manage
the programme mid-term and final evaluations
Design
and lead training and other capacity building initiatives on monitoring and
reporting systems for staff and volunteers
Perform
and ensure quality assurance of programme systems and interventions
Manage
programme teams in documentation and filling of all programme data using both
on and offline systems
Establish
and regularly update programme database clearly showing the project
reach across target population
Conduct
data verification and quality assurance in line with organizational and donor requirements
Provide
reports drawing on data captured as per organizational and donor requirement
which time off in lieu can be taken
Experience:
The
ideal applicant for the Restless Development Monitoring and Evaluation
Officer job opportunity must hold a
Bachelor’s degree in the field of statistic, Demography, development studies,
Social Sciences, social development, social work and social
administration
Possession
of a Post graduate Diploma in M&E is an added advantage
Post
graduate training in statistical data analysis software and packages is an
added advantage
Any
other training in civic engagement and social accountability is an added
advantage.
A minimum of three years’ experience in the development sector,
including Research monitoring, evaluation and learning (e.g. data collection,
entry, cleaning, analysis and reporting)
Previous experience in facilitating training in Monitoring and Evaluation tools
and techniques is desired
Prior
experience with relevant software packages such as Epi Info, SPP and STATA is
an added advantage
Prior
experience in supporting volunteer programme is also desired
Previous
experience in developing and maintaining administrative and financial systems
Broad
knowledge and understanding of monitoring, evaluation, learning and
reporting systems and tools, including both qualitative and quantitative
methods
Excellent
understanding of development issues, particularly in relation to social
accountability
Excellent
IT skills, including database design and maintenance, Excel, Access,
Power point and word
Well-versed
with IT and internet-based communications and sharing platforms like google
drive, email, skype and social media
Excellent
organizational skills and a sound, methodological approach to financial
management
Excellent
problem solving skills and ability to make sound operational decisions
Strong
team player able to work under own initiative and that of teammates
Excellent
interaction and interpersonal skills
Willingness
to travel to project areas as required for monitoring visits
Willingness
to work in rural project areas as required for monitoring visits
A
