About CHAU:
Community Health Alliance Uganda (CHAU), formerly the International
HIV/AIDS Alliance Uganda, is a national Non-Governmental Organization (NGO)
which was registered in 2010. It works in partnership with other Community
based Organizations (CBOs)/ local NGOs to support community action on
integrated Sexual reproductive health and HIV/AIDS in Uganda. CHAU is an
affiliate and accredited to International HIV/AIDS Alliance as its Linking
Organization. This partnership facilitates CHAU to engage and collaborate with
IHAA’s global network which includes over 40 independent organizations spread
across the world. CHAU through its global strategic partnerships, is able learn
from and adapt international best practices and experiences to the local
context in the areas of organizational development, capacity building,
community systems strengthening, Advocacy and quality service delivery.
Job Summary: The Head of
Finance will provide financial management direction / leadership and guidance
and ensure CHAU overall strategic objectives are met within the framework of
the CHAU Financial Management policies and procedures and the requirements of
local and international financial management are adhered to and complied with.
Key Duties and
Responsibilities: 
  • The incumbent will co-ordinate and guide
    the annual budgeting, forecasting and strategic planning exercise and
    ensure that these are consistent with organizational guidelines and
    procedures agreed partners and in accordance with specific needs of
    development partners and CHAU
  • Develop frameworks for timely financial
    and management reporting and communicate to the teams, review and Submit
    financial reports to the Board, Executive Director, management, donors,
    and IHAA as specified in the CHAU Financial Policies and Management
    framework
  • Develop, review, evaluate, and implement
    an internal control systems to maintain the financial integrity and comply
    with established CHAU and IHAA corporate policies as laid down in  Policies and Procedures
  • Build the capability of non-finance staff
    in finance for non-finance and support financial capacity building for
    implementing partners in line with CHAU policies and Strategy
  • Provide support and guide grants and
    contracts management  to ensure adherence  and compliance with CHAU policies &
    donor requirements
  • Supervise, and manage finance, grants
    staff and functions in line with the HR Manual, Finance Policy and IHAA
    Financial Management Frameworks
  • Work closely with internal and external
    auditors, communicate audit schedules and time tables to staff and
    follow-up on implementation of audit recommendations
  • Provide Technical advice and support on
    program financial matters to the Executive Director, IPs and other staff
    as required from them
  • Keenly review and approve Expenditure
    documents/reports  and appropriate
    use of assets, facilities, materials, staff salaries and all other
    expenditures in line with the Organization’s financial policies and
    procedures
  • Actively participate in Management
    meetings and make presentations to the Board, advise on optimal resource
    utilization and strategic decision making and follow up  and report on agreed action points in
    line
  • Maintain the integrity of CHAU’s Financial
    Information Management systems and ensure regular backups of financial
    information to minimize risk / impact or loss of data
  • Identify finance-related knowledge needs
    for CHAU and its partners, coordinate the generation, storage and access
    to knowledge in line with the CHAU’s Knowledge Management Strategy
Qualifications, Skills and
Experience: 
  • The ideal candidate should preferably hold
    an Honours Bachelor’s Degree in either Commerce (Accounting) or Business
    Administration (Accounting) or Business Studies (Accounting) or Finance
    and Accounting with full Professional Accounting Qualifications such as
    ACCA, CPA, ACIS, CIMA
  • Possession of a Masters’ Degree in
    Business administration, accounting, finance, is an additional requirement
  • At least five years working experience,
    with at least 3 at management level in accounting and finance preferably
    in an NGO sector
  • Essential Knowledge of Donor financial
    accounting procedures
  • Working knowledge of GAAP, IAS/AFRS
    accounting requirements and budgeting
  • Computer literacy i.e. proficiency in
    Word, Excel, financial information systems, vision excel and executive, as
    well as database and accounting packages.
  • Tax laws and systems in Uganda
  • Operations of sub grant partners/community
    based organizations
  • Budgeting and budgetary control skills
