non-political, non-religious and non-profit making organization with the main
aim of protecting and seeking durable solutions for Refugees and IDPs in Africa
in partnership with UNHCR, the UN refugee agency.
Job Summary: The Human Resource Officer will be responsible for
managing all aspects of our Human Resources practices and processes. The incumbent
will support the full implementation of our HR SOP. The purpose of this post is
to ensure we have a good induction of staff, promote our vision and core values
along with design job descriptions, recruit and performance management. An
important aspect of this post will be to implement the 360 degree process and
also work with our 9 country offices to assist them with good HR practices.
Key Duties and Responsibilities:  
Primary Duties:
  • Develop and implement HR strategies and initiatives
    aligned with the HR SOP
  • Support current and future needs through
    development, engagement, motivation and preservation of human capital
  • The incumbent will develop and monitor
    overall HR strategies, system, tactics and procedures across the
    organization
  • Bridge management and employee relations by
    addressing demands, grievances and other issues
  • Nurture a positive work environment
  • Manage the recruitment and selection process
    via the HR SOP including;
    • Assisting in shortlisting process as
      requested;
    • Ensuring all recruitment logistics
      such as scheduling interviews, preparation of appropriate interview
      documents and liaising with candidates
    • Participating on interview panels
      when required;
    • Conducting reference checks for
      selected candidates;
    • Informing job applicants on status
      of their application;
    • Maintaining tracking system and full
      documentation of recruitment processes.
  • Oversee and manage a performance appraisal
    system that drives high performance
  • Coordinate the administration of the annual
    performance management process including the introduction of 360 degree
    for the Head Office and Country Offices for international staff.
  • Offer support in identifying training and
    development needs of the Head Office national staff recommending appropriate
    interventions
  • Constantly review CO local labour laws and
    ensure Head Office compliance in those Countries
  • Updating and keeping of summary
    records/reports as requested by the FAD
  • Coordinate induction processes for new staff
    ensuring necessary paperwork is completed.
  • Ensuring security and restricted access to
    personnel records and information
General Duties:
  • Adhere to all regulations, instructions and
    observe guidelines, orientations, systems, procedures forms & formats
    of the AIRD Standard Operating Procedures
  • Abide by government regulations /policies
  • Work in coordination with the FAD to monitor
    all programs and assist country program teams improve their HR systems
    including Induction
  • Provide weekly, monthly, quarterly and annual
    reports on HR activities and status as agreed with the FAD
  • Perform any other duties as may be assigned
    by management
Qualifications, Skills and Experience:  
  • The applicant must hold a bachelor’s degree
    and/or post graduate degree in a relevant field
  • At least three years’ experience working in
    HR
  • People oriented and results drive
  • Demonstrable experience with HR metrics
  • Knowledge of HR systems and database
  • Ability to architect strategy for HR
    Department
  • Excellent active listening, negotiation and
    presentation skills
  • Competence to build and effectively manage
    interpersonal relationships at all levels of the organization
  • In depth knowledge of labour law and HR best
    practices
  • Demonstrated ability to prioritize tasks and
    work well under pressure
  • Computer literacy i.e. Proficiency to use MS
    Office suite of applications and other IT systems
  • Fully conversant with English (written and
    spoken), French an asset
  • Strong analytical, communication and problem
    solving skills is necessary along with capacity to identify and articulate
    potential problems and provide possible solutions in concise and clear
    manner
  • Previous experience working with
    international development partners, international nongovernmental
    organization (INGOs) and donors (in particular UNHCR experience) is an
    asset

    possible solutions, and make recommendations and/or resolve the problem
