The
Africa Climate Change Resilience Alliance (ACCRA) is a consortium made up of
the UK affiliates of four of the largest independent global humanitarian
alliances (CARE, Oxfam, Save the Children, and World Vision) and the Overseas
Development Institute (ODI) – a leading think-tank specializing in
international development and humanitarian issues. It has been operational in
Ethiopia, Uganda and Mozambique for 6 years. Each country consortium co-opts
other members including key government actors, national Civil Society
Organisations s, Local Universities etc. The purpose of ACCRA is to ensure that
vulnerable women and girls, men and boys act on their own agency and are more
resilient to climate change; that they experience well-being, safety and
equality and are empowered. That communities are supported effectively by
transformative institutions and are meaningfully involved in decision making at
all levels. ACCRA
aims to increase the use of evidence by governments (specifically in Ethiopia,
Uganda and Mozambique) and other development and humanitarian actors
(specifically consortium agencies and their networks) in developing and
implementing policies and programmes that improve poor people’s resilience to
climate hazards and changes.

Job Summary: The incumbent will ensure that the ACCRA Country
Consortium in Uganda is effective in supporting government and other
development and humanitarian actors with evidence to develop and implement
policies and programmes that improve women, men, girls and boy’s resilience to
climate hazards and changes. The National Coordinator will be responsible for
the overall management and technical operations of the programme in Uganda as
part of an overall multi-country programme.
Consortium in Uganda is effective in supporting government and other
development and humanitarian actors with evidence to develop and implement
policies and programmes that improve women, men, girls and boy’s resilience to
climate hazards and changes. The National Coordinator will be responsible for
the overall management and technical operations of the programme in Uganda as
part of an overall multi-country programme.
Key Duties and Responsibilities:
- Securing Government of Uganda approval of the
standard gender responsive climate change indicators supported by ACCRA
and other partners ready to be presented to cabinet. This will require
maintaining the strong relationship ACCRA has established with key
ministries including: Ministries of Water and Environment, Local
government, Finance Office of Prime Minister and Planning Authority. The
two monitoring and evaluation frameworks including the Output Budget Tool
and the Local Government Assessment Tool, revised and incorporate the
gender responsive climate change indicators - Support the coordination among Ministries to
ensure all sectors mainstream the climate change indicators in their
sector strategies and plans - Support the processes of increasing awareness
and coordination among the different ministries and all local governments
of the understanding of the standard climate change indicators - A clear strategy on how government, ACCRA and
other players will support local governments to mainstream the gender
responsive climate change indicators in their District Development plans - Lobby and ensure ACCRA Alliance members
continue to fund the seed adaptation pilot projects - Document and share success stories on the
ACCRA Alliance members adaptation projects in Uganda - Document and share lessons of mainstreaming
standard gender responsive climate change indicators in the existing
development M& E frme works - Support the process of institutionalizing the
weather forecast model that ACCRA has supported to make the meteorological
services usable for the vulnerable women , girls , boys, and men. - Organize and coordinate the final evaluation
process for ACCRA phase 2 in collaboration with the global consultant - Participate in the multi country learning and
policy influencing work at regional and global - Manage the new project under the USAID
funding scaling up ACCRA work with Uganda Meteorologiical Authority - Develop a solid understanding of the DRR,
Climate Change Adaptation, and Sustainable Livelihoods sectors in Uganda
and deliver high-quality analysis of policy and practice in these areas to
deliver the programme objectives. - Lead in-country evidence based policy
advocacy / influencing efforts around DRM and CCA in close collaboration
and cooperation with ACCRA consortium members and other concerned
stakeholders to achieve programme objectives. - Encourage the design of unique, innovative
and experimental solutions to complex problems across the multiple
technical disciplines encompassed by DRR and Climate Change Adaptation,
using good judgement to manage risks to the programme success. - Ensure that gender is fully taken into
account in all aspects of the programme analysis, design and
implementation. Represent and act as focal point person for the programme
both internally and externally. - Ensure that programme learning is captured
and shared internally across the consortium, within the consortium and
with other key learning networks in the region and globally. - Contribute and manage the design of – and
deliver against – the operational objectives and strategies of the ACCRA
programme and lead deliver of this in Uganda, including policy dialogue,
co-production/capacity building, research, communications and MEAL
(Monitoring, Evaluation, Accountability and Learning) plans; - Oversee the development partnerships
(technical or financial) where applicable (including project and
methodology selection, staffing, and financial management models), between
all parties and the donor within the overall programme framework. - Providing technical support to ACCRA
consortium members and other key stakeholders to improve their programme
on DRR/Adaptation innovations at local level and ability to generate
credible evidences of impact - Develop the Uganda consortium and ensure the
policy dialogue strategy is continually developed and delivered and find
ways to ensure the work with Civil Society Organisations (CSOs) directly
encourages more leadership from southern organisations; - Develop partnerships with Government
Ministries to provide technical support towards effective policy
development and piloting scalable models based on ACCRA methodologies,
evidence and key messages - Support processes that enhance delivery
context relevant, national and local government plans, policies and
activities that are gender responsive/transformative and mainstream
adaptation. This includes country adaptation and DRM plans, national
thematic strategies and action plans, key budgets, M&E strategies,
gender policies and other specific processes identified in the country; - Maintain an understanding of national,
regional and international policy debates and processes on climate change
and DRR. Contribute to the international influencing efforts of the
programme in providing country evidences and contributing to decision
making in the Sendai Framework for DRR, SDGs and UNFCCC processes;
engaging national government stakeholders in this work; - Provide leadership in country in identifying
new areas of intervention for ACCRA and ACCRA members and feed into the
design of the next phases of ACCRA’s programme. - Undertake regular budget and expenditure
monitoring and take necessary actions to ensure that the allocated budget
is utilised consistently and meets internal and donor compliance requirements. - Ensure that the programme delivers to and
meets the requirements of the consortium members and Donor’s monitoring,
reporting, accountability and other programme quality standards. - Be proactive and lead development of Uganda
resilience building project proposals for in-country fund mobilization;
actively support ACCRA international coordinator for joint fund raising
efforts for the multi-country programming.
Qualifications, Skills and Experience:
- The ideal candidate for the World Vision
National Coordinator ACCRA Project job placement should hold a Master’s
Degree in relevant discipline (DRR/CCA/social development/gender/natural
resources) - At least eight (8) years of relevant working
experience (including minimum three years at senior level) in the field of
climate change adaptation CCA) and disaster risk reduction (DRR) and
Gender - Broad knowledge, understanding and experience
of programming and advocacy in the humanitarian and development sector,
and in particular on DRR, CCA, livelihoods, resilience building or social
protection. - Proven record of policy development and
developing and delivering advocacy that has demonstrably influenced
governments, donors and other organizations and processes at a high level
(national and sub-national). - Demonstrable experience of leading and
delivering capacity building activities, particularly those targeting
Government institutions. - Excellent understanding of relevant
government policies, strategies, programme and structures related to CCA,
DRR, Governance, gender and planning processes. - Demonstrated collaborative / networking
skills and experiences including proven experience of working with
Government officials with good negotiation skills, diplomacy and tactics - Excellent track record of designing, managing
and reporting on complex programmes across dispersed locations
successfully. - Ability to develop and manage complex
relationships and teams across a wide diversity of actors and technical
areas towards meeting targets on time and within budget. - Experience of managing and reporting on
complex programme budgets across various cost-centres. - Ability to represent professionally the
programme externally. - Fluent written and spoken English.
- Show commitment to women and children rights
- Flexibility to adapt to constantly changing
dynamics. - A highly motivated, self-starter, able to
work equally well in isolation or as part of a team. - High level of computer literacy
- Good understanding of international arena on
climate change, DRM and sustainable development such as UNFCCC, UNISDR and
SDGs processes - Practical experience of integrating Disaster
Risk Reduction and/ or Climate Change analysis into development,
humanitarian or capacity building and advocacy work. - Previous experience of setting-up or working
through consortia. - An understanding of action research
methodology and MEL - The incumbent should be able to live by the
World Vision’s Christian ethos and demonstrate a quality of spiritual life
that is an example to others.
