people-centered development in the continents of Asia, Africa, and Latin
America. It was established by Dr. Y. C. James Yen in 1960.  Its programs cover education, food security
and asset building, environment, and applied learning. It also provides
international and customized courses and training covering various themes,
including, natural resources and food security, gender and development,
business development, organizational development, and participatory approaches.
Job Summary: The Monitoring and Evaluation Officer will take
the lead in ensuring the roll out of and the implementation Uganda system for
MEL within NPA’s Global Framework and our Theory of Change. The incumbent will
specifically support and enable the country office to plan programs and
projects; measure and demonstrate our impact on beneficiaries; increase quality
in our programming; and help us be accountable to communities we work with and other
stakeholders. She / he will also be responsible for the monitoring and ensuring
high quality and timely inputs, and for ensuring that projects maintain its
strategic vision and that its activities result in the achievement of its
intended outputs in a cost effective and timely manner. The Monitoring and
Evaluation Officer will work in close collaboration with the project team,
government officials, private sector, non-government and civil society
organizations.
Key Duties and Responsibilities: 
1. Assure Program/Project
Quality:
  • Coordinate the monitoring and evaluation of
    all project activities
  • Lead, supervise the development of Terms of
    Reference (ToR) for internal and external evaluations
  • Support project teams to develop monitoring
    tools
  • Manage the design, implementation of M&E
    plans that comply to project donor requirements
  • Support project staff develop aligned: Log
    frames, M&E Plans, Detailed Implementation Plans, Project Indicators
    & Work plans
2. Capacity building:
  • Facilitate capacity building of staff,
    stakeholders and beneficiaries on assessment, monitoring and evaluation
  • Carry out a one-to-one for project staff on
    how to use developed data collection tools
3. Applied Learning and
Resource mobilization:
  • Lead applied learning activities in the M&E
    field including conducting M&E trainings, evaluations, reviews etc.
  • Keenly analyse and share data and information
    for effective decision making
  • Offer technical support to write shops
  • Coordinate program/project lessons learnt and
    develop key actions of improvement
  • Support resource mobilization efforts
    including proposal and concept development
4. Program/Project
Planning, Assessment and Design:
  • Conduct joint assessments, monitoring and
    verification of field project activities
  • Assure quality assurance by providing
    guidance on designing projects
  • Participate in the design of project grant
    proposals
5. Reporting:
  • Ensure quality reports are produced by
    providing guidelines during quarterly, semi-annual and annual reporting
  • Ensure prescribed reporting formats are used
    for all project activities
  • Review management and donor reports against
    results frames and available standards
  • Work with Project Managers to
    review/crosscheck monthly reports against set targets
6. Develop and administer
performance tracking tools and track project Indicators:
  • Establish and maintain a functional
    Monitoring and Evaluation system
  • Report on country program progress: Monthly,
    Quarterly, semi-annually, annually
Qualifications, Skills and Experience: 
  • The applicant should hold a Bachelor’s
    /Master’s Degree in Social Sciences, Statistics, Economics, Monitoring and
    Evaluation, Development Studies and any other relevant discipline
  • A minimum of three years’ experience carrying
    out assessments, monitoring, program/project design, building M&E systems;
    using qualitative and quantitative approaches to assessments and monitoring
  • Prior exposure and experience in
    participatory assessment, monitoring and evaluation and capacity building,
    data processing and analysis
  • Comprehensive knowledge and understanding and
    use of computer based statistical packages including; SPSS, Excel
  • Good report writing and information
    dissemination skills
  • Ability to organize and facilitate staff
    capacity building/enhancement skills for staff
  • Detail oriented and time conscious
