Out Mbuya Parish HIV/AIDS Initiative is a PEPFAR/CDC supported community faith
based NGO that was established in 2001 with the mission: “To curb the further
spread of HIV infections by educating all residents of Mbuya Parish about
HIV/AIDS, and to enable those who are already living with HIV/AIDS to live a
responsible, positive, and dignified life.” Reach Out delivers comprehensive
HIV services through four static clinics, several mobile outreach clinics
through public-private partnerships within Kampala, Wakiso and Luwero.
oversee the functions of Monitoring and Evaluation ensuring that the core and
support activities are being ; performed in an effective and efficient manner,
with formal assessment and measurement of those activities being undertaken.
- The jobholder will be tasked with the
development of periodic M&E tools, indicators, frameworks, work plans
and budgets and their implementation - Conduct M&E of ROM operations at
determined intervals - Coordinate and provide technical support on
the monitoring activities carried out by various ROM line managers and
officers - The incumbent will oversee the evaluation
exercises in ROM - Guide the developing of databases for all
departments - Provide guidance on ROM’s reporting systems
and practices to improve performance - Provide support supervision on programme
implementation - Provide effective leadership to and supervision
of subordinates, and maintain good teamwork among them - Work in liaison with the internal auditor
carry out ROM’s program audit - Build the capacity of ROM managers/staff in
effective data collection monitoring of operations - Render proper accountability for resources
used in the M&E department - Prepare and submit required reports on ROM operations,
in accordance with established guidelines - Steer the developing of strategic plans and
monitoring their progress - Ensure that proper quality assurance measures
are put in place and maintained in all departmental sections - Actively promote the vision, mission and the
values of ROM - Ensure health, safety, and security in your
area of operation - Perform any other duty assigned by the
Executive Director.
- Effective M&E Systems and practices
developed - Budgets and work plans developed and
implemented - Relevant reports produced and submitted on
time
- The ideal candidate for the Monitoring and
Evaluation Manager career opportunity should hold a Master’s Degree in
Statistics, Epidemiology or related field. - The applicant should have trained in Monitoring
and Evaluation of programmes, HIV related data analysis and reporting
systems, Project Planning and Management Training in management - At least five years’ experience in monitoring
and evaluation - Specialised Knowledge of National HIV/AIDS
policies, National HIV/AIDS Strategic Plan and current trends of HIV/AIDS
indicators - Advanced programme monitoring and evaluation
skills - Advanced relevant computer skills
- Good leadership skills
- Good coaching and training skills
- Excellent interpersonal skills
- Good analytical skills
- High degree of creativity, visionary, persuasiveness,
alertness and self-drive
