About USAID GAPP Project:
RTI
is the prime contractor for USAID funded GAPP program. The goal of this seven
year program is to increase participation accountability and local governance
for effective service delivery. To achieve this goal, GAPP will focus on three
components: (1) Support and strengthen national level government accountability
institutions in their interaction with local governments; (2) Strengthen local
government revenue, procurement, financial and planning systems; and (3)
Strengthen civil society organizations (CSOs) and other non-state actors (NSAs)
to improve voice and accountability. GAPP will work at the national level and
in at least twenty-five districts in northern Uganda, the Albertine region of
Bunyoro, and central Uganda.
Job Summary: The Embedded Technical Specialist – Planning and Budgeting
will provide specialized and direct technical assistance and mentoring to
district political and technical teams within assigned districts to ensure the
timely and effective implementation of a portfolio of activities in support of
the Governance, Accountability, Participation and Performance project, which
RTI International is implementing on behalf of USAID Uganda. The incumbent  will also contribute to the overall
development and implementation of the program strategy including the design and
development of specific project activities and initiatives to achieve the
strategic objective of increased, better-informed citizens’ participation in
relevant processes.
Key Duties and Responsibilities: 
  • Provide on-site technical support and
    assistance in the design, development, implementation, monitoring and
    evaluation of training and technical assistance programming and project
    activities to about 5-8 district local governments and their respective
    lower local governments.
  • Offer support the target local governments in
    the preparation of the local government five year development plans.
  • Technically support the target local
    governments in the preparation of local government budget call circulars,
    budget framework papers, budget conferences, annual budgets and work plans
    to reflect community priorities using approved planning and budget
    guidelines
  • Mentor local governments on output budgeting
    tools and the new performance Budgeting tools
  • Mentor and train district resource pools
    (DRPs) including coordinating and overseeing the resource pool in
    supporting lower local governments in the thematic area
  • Identify policy issues that impede on
    performance of local governments in the thematic area.
  • Offer technical support to local governments
    to formulate financing plans to improve local government ability to review
    financial performance and produce accurate long-term forecasts
  • Identify and share best practices and promote
    evidence-based programming in the development of GAPP interventions in the
    target local governments.
  • Provide support and/or undertake monitoring
    and evaluation data collection activities in target districts.
  • Coordinate component 1 and 2 activities in
    the target local governments.
  • Represent and participate in District
    Operational Plans (DOP) meetings and any other meetings that requires
    project representation in the assigned local governments.
  • As needed facilitate, coordinate, and
    participate in district specific evaluations, conferences, seminars, or
    other activities related to the program.

  • Perform any other duties and tasks as
    requested by the Local Government Program Manager or Deputy Chief of
    Party.
     
Qualifications, Skills and Experience: 
  • The applicant should hold a master’s degree
    in development planning, public administration, economics or related field
    and six years of professional experience providing training and technical
    assistance to local governments or a Bachelor’s degree with 10 years of
    relevant professional experience.
  • At least five years of extensive working
    experience in the area of capacity development and implementation of
    decentralization practices, financial management and accountability
    structures, council operations, local revenue enhancement and local
    economic development at district and sub county level.
  • The applicants should have a passion for improving
    local government performance and have strong relationship management
    skills; ability to work with senior government leaders; excellent writing
    skills; the ability to work productively under time pressure; the capacity
    to work well independently.
  • Broad working knowledge of Uganda’s local
    government political, legal and policy environment.
  • Previous experience on USAID reporting is an
    added advantage.
  • Fluent command of written and spoken English
    is required.
  • Local language skills also desirable.
